- ** AMEND 01: 6/1/12 See Section C.2. TECHNICAL PROPOSAL GUIDELINES** A. The U.S. Broadcasting Board of Governors, (BBG), International Broadcasting Bureau (IBB), pursuant to Federal Acquisition Regulation (FAR) Subpart 12.67 intends to issue a Combined Synopsis/Solicitation for commercial items in accordance with format of Subpart 12.6 as supplemented with additional information in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The North American Industry Classification System (NAICS) Code is 561210. This Solicitation Number BBG50-S-12-00013PB is issued as a request for proposal (RFP) that will result in a Multiple Award Indefinite Delivery/Indefinite Quantity (IDIQ) Firm Fixed Price contract with a one-year Base and 4 one-year Options using FAR Part 15 (Contract by Negotiation) procedures to provide for Greenville Transmitting Station ManPower of Various Disciplines. The government reserves the right to make an award on the initial proposal without discussions of this procurement. B. See attached SOW for more details. C.1. PRICE PROPOSAL AND TECHNICAL PROPOSAL MUST BE SUBMITTED ON SEPARATE DOCUMENTS. ** C.2. TECHNICAL PROPOSAL GUIDELINES: Provide information regarding corporate history to include: (1) number of years in the business of providing and managing personnel services. (2) Corporate contact information, (3) Certifications and special licensing that may be deemed relevant to meeting the requirements of this contract, and, (4) corporate web page address, as applicable. The following are five (5) technical criteria in descending order of importance: 1. Statement of Capability, 2. Technical Approach, 3. Contingency Support, 4. Past Performance, 5. Other Factors (i.e. employee incentive or benefit programs, employee training, etc). Price is less important than the aforementioned technical criteria. D. The following clauses and provisions are incorporated and are to remain in full force in any resultant firm-fixed price contract; The provision at FAR Subpart 52.212-1 [Instructions to Offerors - Commercial Items] applies to this acquisition, with no addenda.
