- The Center for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH) intends to award a sole source purchase order to American National Red Cross, 2025 E ST NW, Washington, DC 20006-5009, for the acquisition of the services of the American Red Cross (ARC) to work in cooperation with the CDC in evaluation and technical training in support of the long-term sustainability of water, sanitation and hygiene (WASH) projects in Central America. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 624230, Emergency and Other Relief Services. The purpose of this acquisition is to purchase data and training developed by the ARC in correlation with the sustainability of the WASH projects. ARC is the only responsible source capable of meeting the Government's requirement because they are the only organization that has the extensive experience in the ongoing 10+ years WASH project. Also, ARC is the only organization that can provide CDC access to the Red Cross national societies throughout Central America, in order to continue providing technical assistance and guidance in water and sanitation. Furthermore, the American Red Cross was selected because it will allow the CDC to continue in providing technical guidance and support to Red Cross national societies throughout communities and areas affected by Hurricane Mitch. The ART is a proven partner to CDC with extensive experience that implemented and evaluated the water and sanitation interventions and infrastructure from 2000 to present in the chosen and affected communities. Working with ART, CDC investigators will have access to the Red Cross national societies, Red Cross personnel throughout Central America, and communities affected by Hurricane Mitch in order to continue CDC's work in providing training and technical assistance to improve sustainability of Red Cross WASH interventions. The ART also has experience conducting CDC surveys and trainings. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to American National Red Cross. However, firms that believe they can meet these requirements are encouraged to identify themselves and give written notice by providing a capability statement to the Contracting Officer by June 16, 2012. The Contracting Officer will not respond to verbal request. All requests must be in writing. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
