- This is a DRAFT copy of the PWS. REQUEST FOR INFORMATION The Headquarters Air Mobility Command (HQ AMC) Specialized Contracting Branch is conducting market research to determine qualified, experienced, and interested potential sources for the acquisition of C-21A classroom and simulator training services through an IDIQ: Requirements type contract. Part of the market research is to publish on FedBizOpps a Request for Information (RFI) seeking market information on businesses capable of providing the services, as described herein, as well as on terms and conditions relevant to this potential procurement. The information requested by this RFI will be used within the Air Force (AF) to facilitate decision-making and will not be disclosed outside the agency. Firms choosing to respond to his RFI are cautioned that this synopsis/RFI is not a Request for Proposal (RFP). This RFI is a market research tool used to determine the adequacy of eligible business sources prior to determining the acquisition strategy and issuance of a RFP. The Government is not obligated to and will not pay for any information received from any sources responding to this synopsis and will not provide any feedback or carry on discussions with non-federal government activities regarding the information provided in response to this RFI. Responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract or agreement. The AF will not be obligated to pursue any particular acquisition alternative as a result of this RFI. Responses to the RFI will not be returned. Not responding to this RFI does not preclude participation in any future solicitation, if one is issued. INFORMATION REQUESTED 1) Company Information: Please provide Name, address, telephone number, point of contact names, e-mail addresses, and CAGE code of your company. 2) Major Risks (if any): Please identify any major performance, schedule, or cost risks anticipated. 3) Supporting information which demonstrates your capabilities to meet all or some of the tasks specified in this RFI Draft PWS. Supporting information shall not reiterate the language of the tasks provided above, but rather, it shall provide details regarding your company's capabilities to execute these tasks. A cross-reference matrix shall be provided which links the task to the supporting information provided. 4) Please provide a listing of where your simulators, specifically Learjet 35, C-21, or any simulator that can be converted into the C-21A configuration, are located. The listing should provide both US and international destinations. The answer to this question will assist in determining the acquisition size and if international C-21A training requirements can be added into this acquisition or if they need to be competed in a separate acquisition. 5) For each simulator please also detail it's type (Learjet 35, C-21, or a different type of simulator that can be converted into the C-21A configuration) and if it is FAA or ICAO accredited. 6) Finally, please also include information on subcontracting policies and/or practices. We would like to know if support for small businesses can be accomplished with any of the tasks outlined in the Draft PWS. Submission Information.
