Description
Current ADDP Contract H94002-08-C-0004 (Redacted) TRICARE MANAGEMENT ACTIVITY is contemplating a new, single award Fixed Price Contract for the Active Duty Dental Program (ADDP) to support military members. The ADDP supplements care provided in the DoD's Dental Treatment Facilities (DTFs), as well as provide care to those military members living in regions without access to DTFs. The period of performance is anticipated to be a transition-in phase of one year, plus five one-year options, and phase-out (if exercised). (For more information on phase-out see Paragraph F.4 within the redacted Contract H94002-08-C-0004). This Request for Information (RFI) solicits industry's feedback on capabilities currently available to meet the attached ADDP requirement. The North American Industry Classification System (NAICS) Class Code is 524114. For industry purview and in anticipation of a future solicitation, we are posting a "redacted" version of the current contract. The following data may be requested by potential offerors: covered CDT procedures, eligibility data indicating eligibles by Zip Code/Country, Overseas care data, and the National Institute of Standards and Technology (NIST) security requirements. When requesting the data offerors should refer to the "Ordering Instructions for Data Files" stated below in this notice. The Intent of this RFI is to accomplish two things: 1) Request companies' capability statements and gather information from potential offerors to be utilized by the TMA Dental Program Office as support in our continuous market research toward supporting upcoming ADDP requirements. The information will not be utilized for any purpose other than for market research; and 2) Potentially invite offerors that respond by the due date as specified in this RFI, for one-on-one sessions to assist us in determining the proper acquisition strategy, type of contract, and to achieve our overall objectives under the ADDP program. PROGRAM BACKROUND: DISCUSSION: TMA is contemplating the award of a contract utilizing a full and open competition for providing dental coverage to all Active Duty Service Members (ADSMs) of the Uniformed Services, eligible members of the Reserves and National Guard, Reserve Component members discharged after serving more than 30 days on active duty in support of a contingency operation, and those Foreign Forces Members (FFMs) eligible for care pursuant to an approved agreement (e.g., reciprocal health care agreement, North Atlantic Treaty Organization (NATO) Status of Forces Agreement (SOFA), Partnership for Peace (PFP) SOFA). The Uniformed Services include the U.S. Army, the U.S. Navy, the U.S. Air Force, the U.S. Marine Corps, the U.S. Coast Guard, the Commissioned Corps of the National Oceanic and Atmospheric Administration (NOAA), and the Commissioned Corps of the Public Health Service (PHS). Currently the Commissioned Corps of the PHS is not included in this program. The ADDP supplements care provided in DoD Dental Treatment Facilities (DTFs), as well as provides care to those ADSMs living in regions without access to DTFs. The ADDP has two components: (1) ADSMs referred from military DTFs for civilian dental care, and (2) ADSMs having a duty location and residence greater than 50 miles from a DTF. The current contract supplements DoD DTFs by providing dental provider networks in the following locations: United States, U.S. Virgin Islands, Guam, Puerto Rico, American Samoa, and the Northern Mariana Islands. The following tasks and services are anticipated to be the major part of the contract's scope: • Provide general dentist provider network in the locations stated above. • Claims processing and provider reimbursement (cashless/claimless for the ADSM) • Customer service • Beneficiary and provider education REQUEST FOR INFORMATION: The following questions and requests for information are provided for consideration during this "market research" phase of the acquisition. Please review and provide responses to the Government for possible consideration/alternatives for satisfying mission needs of the active duty dental program. 1. What capabilities would your company be able to perform for this contract (e.g., provider networks, claims processing, etc.)? 2. The Government is considering adding Active Duty Service Members assigned OCONUS in remote locations to the ADDP. Currently the dental care for this population is covered by the TRICARE OCONUS medical contractor. The following questions relate to this possibility: a. If the next ADDP contract includes service to OCONUS Remote Active Duty, can you support a cashless/claimless service? b. The Government is unable to predict the number of Active Duty Service Members assigned to temporary duty locations or the number personnel requiring dental care assigned to ships coming into port. How would you price these situations? What type of data (if the Government has it) will assist you in pricing? c. Is there any way a non-network provider claim can be cashless/claimless? d. What are the cost implications for customer service providing translation services for customer inquiries and claims processing? e. Would it be more cost effective to limit electronic processes to CONUS claims? 3. Can you support inclusion of radiographs into the referral? We envision the possibility of electronically attaching the radiograph to the DTF referral. This would decrease the need to expose Service Members to multiple rounds of radiation by duplicate radiographs. If so, what are the cost implications? If not, explain why not? 4. Is it possible to have all radiographs taken in the civilian sector to be forwarded electronically to the military data warehouse? If so, what are the cost implications? 5. The Government is considering having all remote cases delivered electronically to Dental Services Points of Contact (DSPOCS), with high quality radiographs. The DSPOCs review all specialty remote care. Remote care is that care not referred by a military DTF. We want the program to be paperless - and allow Service Consultants to view the supporting documents electronically when needed. In addition, the Government desires all review and approvals in electronic format too. What are the cost implications for providing these documents in electronic format? 6. The Government is considering adding network requirements for some specialty providers that are directly related to military dental readiness. It is likely those providers would be endodontists and oral surgeons around large military installations. What implications do you see with this? 7. The Government is considering that all molar root canals be referred to an endodontist. What implications do you see with this proposal? 8. The following is a list of changes the Government is considering for the next contract and would like to know the cost implications and whether or not you can support it. a. All reports (for example, the military data warehouse feeds) will be reported in the "dollar unit". The "dollar unit" represents what the Government is being charged for these services. (See Attachment 10 of the redacted contract H94002-08-C-0004 for the example report.) b. All CDT codes will be priced. c. Require a 24-hour phone service if service to the OCONUS Remote Active Duty is included in this contract. d. Active Duty Service Members that are on temporary OCONUS assignment will be limited to urgent/emergent care. e. Specialty provider network for endodontists and oral surgeons. TMA anticipates this network standard for access to care would be somewhat less stringent then the current general dentist network standard. The standard will be limited to DTF referrals only. RESPONSES REQUIRED: Responses to this RFI should be no more than 15 pages total (including cover page). Responses shall be submitted to Judith.Blomquist@tma.osd.mil no later than June 27, 2012. Please include a point of contact (name, title, address, phone/fax, email) that TMA can contact regarding a one-on-one meeting at TRICARE Management Activity - Aurora (Colorado). The one-on-one is tentatively scheduled for the week of July 9-13, 2012. The Government anticipates conducting two half-day sessions per day, so in your response please indicate two preferred time slots (primary/alternate) and we will accommodate on a first-come, first-serve basis. Those taking this opportunity should come prepared to discuss any minor and/or major issues along with any significant expenses as it relates to the changes identified in items 1-8 above. Ordering Instructions for ADDP RFI Data Files 1. Detail level data includes some data that is considered sensitive and must be safeguarded. For that reason, the data cannot be provided on the FedBizOps website. 2. Parties requesting this data are required to sign and return the enclosed Non-Disclosure Agreement. The language of the Non-Disclosure Agreement is shown on pages six through seven of this document. 3. Detail level data will be sent via overnight mail, to U.S. addresses only, to parties who fulfill the above requirements. The data is free of charge. Parties requesting detail level data shall print the Non-Disclosure Agreement, sign the agreement, and then mail the signed agreement, along with the name, email address, mailing address, and telephone number of a point of contact for the company, to: TRICARE Management Activity ATTN: COD - Judith Blomquist 16401 East CentreTech Parkway Aurora, CO 80011-9066 NON-DISCLOSURE AGREEMENT The parties to this Non-Disclosure Agreement are the TRICARE Management Activity ("TMA") and _______________________________________________(Name of Entity), an entity that is a potential offeror, a potential subcontractor to a potential offeror, or a partner of a potential offeror to the Department of Defense (DOD), TRICARE Active Duty Dental Program (ADDP) Industry Request For Information (RFI). In order to protect certain confidential and protected information ("Confidential and Protected Information") which will be disclosed by reason of _____________________________________'s (Name of Entity) participation as a potential offeror in the above described solicitation, the undersigned ("Recipient"), acting for and in behalf of the entity named above, agrees as follows: 1. Definition of Confidential and Protected Information. The "Confidential and Protected Information" disclosed under this Agreement is described as: All iterations of the Detail Level Data released for the purposes of the TRICARE ADDP Industry RFI that indicates the geographic and demographic data as of 22 May 2012. 2. Use of Protected Confidential and Protected Information. ___________________________________ (Entity Name) shall use the Confidential and Protected Information only for the purposes of participating as a potential offeror in the above described solicitation only. The Confidential and Protected Information will not be used for any other purposes including commercial purposes or government purposes. ___________________________________ (Entity Name) shall maintain the confidentiality of any and all materials, information, or actions as they relate to issues involving the above described solicitation that may be discussed with TRICARE personnel and other TRICARE contractors. 3. When the data is no longer necessary for purposes of participating in the above described solicitation, or at the direction of the TMA Contracting Officer, ________________________________________ (Entity Name) agrees to contact the TMA Contracting Officer for instruction regarding the destruction and/or return of the data. 5. Entire Agreement. This Agreement sets forth the entire agreement with respect to the Confidential and Protected Information disclosed herein and supersedes all prior or contemporaneous agreements concerning such Confidential and Protected Information, whether written or oral. All additions or modifications to this Agreement must be made in writing. 6. Governing Law.
