Description
The US ARMY Aviation and Missile Command is seeking to award a contract for the Engineering and Manufacturing Development of a Common Helmet Mounted Display for the Air Soldier System. This contract will be cost plus fixed fee. The winner of this phase is expected to be the sole manufacturer of CHMDs for the Air Soldier program. The effort will include completing development and integration of the CHMD to the HGU-56/P, producing CHMD prototypes, modifying government furnished helmets for mounting CHMDs, and conducting qualification testing to meet the CHMD performance specification. The SOW also includes tasks to document the design and qualification of all hardware, track and manage costs and work effort, employ risk management and system safety programs, develop Logistic Management Information in support of Integrated Logistic Support, and support the production readiness assessment. The contract does not include efforts for design and development of a Head Tracking capability. The CHMD system includes display, mounting hardware for attachment to the helmet, and cabling to provide power and data to the display. The CHMD system displays pilotage symbology to the Army aviator during both day and night flight operations. The CHMD, combined with Government furnished head tracking capability, will increase the pilot's situational awareness (SA) by allowing him to see critical flight symbology while keeping his eyes focused outside the cockpit during both normal flight and degraded visual environment (DVE) conditions. The effort will include completing development of commercial-off-the-shelf displays to meet the requirements of the Government provided performance specification. The contractor shall integrate the CHMD to the HGU-56/P helmet and conduct qualification testing to show compliance of the CHMD to the performance requirements and military environment. The contractor will be expected to deliver two sets of functional hardware (does not have to meet environmental requirements) within one to two months of contract award. Two other systems will be delivered at Critical Design Review. After completion of contractor qualification testing, the contractor shall deliver six systems in September 2013 with an additional 14 systems in December 2013. The contractor will provide limited support and repair to the test articles during the Government's Developmental Testing/Operational Testing in second and third quarter FY14. Upon completion of a successful DT/OT, the Government will award a production contact to provide CHMD fielding assets at estimated production rates of 1000 per year with total production objective of 7000 to 7500 CHMDs. Due to the schedule to support the Air Soldier System program, the offerors, as part of their proposal, will need to provide test data/analysis to show that their design meets the Government specification and the offerors can complete qualification of the proposed CHMD to the Government's schedule. A draft version of the AVNS-DTL-10868 detail item specification for the Air Soldier Common Helmet Mounted Display is provided for offerors as a courtesy copy. Offerors may request this draft specification via e-mail to: elaine.cameron@us.army.mil or mitchell.oko@us.army.mil. Offerors may use the draft to formulate questions that will be addressed at the pre-proposal conference. A pre-proposal conference will be held in Huntsville, AL within 7 to 10 days of solicitation release. Proposal submission will be 30 days after solicitation release.
