Description
This pre-solicitation notice is for the Base Operations Support and Services (BOSS) to Joint Task Force - Bravo (JTF-B) and all U.S. Units performing duty at Soto Cano Air Base, Republic of Honduras. This procurement is for a commercial service. The applicable NAICS code is 561210, Facilities Support Services, with a small business size standard of $35.5M. This requirement will be solicited on a full and open competitive basis. Description of Requirement: The successful contractor will provide all services necessary to provide base operations support and services to JTF-B and all U.S. units performing duty at Soto Cano Air Base (SCAB), Republic of Honduras. The U.S. forces area consists of approximately 50 million square feet, 650 buildings (mostly wooden facilities), 12.5 miles of improved and unimproved roads, a two million barrel petroleum storage facility, and an 8,000 foot radar-equipped runway operation. The typical population of Government personnel located on SCAB is about 500-600, with various temporary surges of an additional 300-400 personnel. The scope includes, but is not limited to the following areas: Base Engineering Services; Laundry; Supply Support Activity (SSA), Morale, Welfare, and Recreation (MWR); Equipment Maintenance; Full Food Service; Class I Operations Subsistence (TISA); Ground Transportation; Air Transportation; Security; and Petroleum, Oil, and Lubricant (POL) services. The desired outcome of the resultant contract is to provide continuous contractor support for facility support service; maintenance and repair of facilities and equipment; and provide supply and logistical support to meet the needs of United States Southern Command (USSOUTHCOM) / JTF-B permanent party and deployed personnel. Place of Performance: Soto Cano Air Base, Republic of Honduras Period of Performance: Period of performance for the resultant contract will be a base period of one year with four (4) one year option periods. A two-month Phase-In period may be applicable. Contract Type: The resultant contract will be Firm Fixed-Price. Evaluation Criteria: The Government will award a contract based on best value source selection, competitive procedures in accordance with FAR Part 15.101-1. The Government intends to award without discussions, but reserves the right to hold discussions if necessary. Contractor Requirements: Potential offerors must have active registrations in the Central Contractor Registration (CCR) database and Wide Area Workflow (WAWF) in order to participate in this requirement and be eligible for award. Contractors should access http://www.ccr.gov for information on CCR registration, and http://www.dfas.mil/contractorpay/electroniccommerce/wideareaworkflow.html for information regarding WAWF. Obtaining the Solicitation: The solicitation and any amendments, if applicable, will be available for download from the FedBizOpps website at https://www.fbo.gov. It is the contractor's responsibility to check for any posted changes to the solicitation. It is anticipated that the official Request for Proposal (RFP) for this procurement will be released on or about 2 July 2012. This notice does not obligate the Government to award a contract, nor does it obligate the Government to pay for any proposal preparation costs.
