FOR INFORMATION PURPOSES ONLY SOURCES SOUGHT ANNOUNCEMENT 30 MAY 2012 THIS ANNOUNCEMENT IS FOR MARKET RESEARCH PURPOSES ONLY AND SHOULD NOT BE CONSTRUED AS A SOLICITATION ANNOUNCEMENT. THE SUBMISSION OF THIS INFORMATION IS FOR PLANNING PURPOSES ONLY. IT IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO PROCURE ANY SERVICES, NOR DOES THE USACE MIDDLE EAST DISTRICT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS REQUEST FOR INFORMATION OR OTHERWISE PAY FOR THE INFORMATION SOLICITED. PROJECT: Expediting the Construction of Remote Afghanistan National Police (ANP) Border Stations NATO Training Mission -Afghanistan (NTM-A) has a requirement to design and build up to twenty Austere Border Police Stations in remote and potentially dangerous locations in Afghanistan. The idea is to design and build simple protected shelters for the Border Police. Interested contractors are challenged to consider logistics such as the use of commercial heavy lift helicopters to transport and assemble quick modular or panelized structures on site. Austere standards will be used that is, sanitation will rely on outdoor toilets without plumbing, installation of water wells and/or bladders as required for potable water, simple ceiling fans and minimal lighting supported by minimal power requirements. Contractors whose proposals can successfully implement solar/wind options generate limited power and/or produce water from the atmosphere and/o reproduce water from atmospheric generators that could be used for drinking water will be considered very favorably. Each site should be built to support 40 - 60 ANP personnel. NTM-A will recognize and favor those changes proposed by interested contractors to proposed methods, materials and means which minimize sustainment requirements and rapidly accelerate construction. Contractors are encouraged to consider the use of foam installation, pre-fabricated walls or Eco panels or lightweight products that can endure the extreme hot and cold temperature ranges and can be transported either by pack animal or the use of their own air assets. The basic types of facilities/structures include but are not limited to OFFICE BUILDING, BARRACKS/DFAC(DINING),MAINTENANCE/WAREHOUSE, GUARD HOUSE, GUARD TOWER, OUTHOUSE/LATRINE (NO PLUMBING), PERIMETER WALL AND SITE WORK. What are the pros and cons of various modular, panelized, foam or containerized construction in Afghanistan? 6. As a possible alternative, indigenous construction often relies on adobe type construction - what capabilities do you have with this type of construction and how adaptable is it with the reference austere design standards provided?
