Box 2250, Winchester, VA 22604-1450 NAICS Code: 236220 Classification Code: Commercial and Institutional Building Construction SYNOPSIS: The U.S. Army Corps of Engineers (USACE) Middle East District intends to solicit names of construction firms experienced in working in the Middle East region who are interested in submitting a firm-fixed price offer for this project. This announcement is for the construction of the Umm Qasr Department of Defense (DoD) Office of Security Cooperation Iraq (OSC-I) site to support approximately 266 personnel. A firm-fixed price contract will be awarded to a prime construction contractor. The magnitude of this project is between $1,000,000 and $5,000,000. PROPOSAL PERIOD: The solicitation is scheduled for release on or about June 20, 2012. The proposals will be due on or about July 20, 2012. Contract award is scheduled on or about August 20, 2012. PROJECT SCOPE: USACE Middle East District has a requirement for the construction of the Umm Qasr Department of Defense (DoD) Office of Security Cooperation Iraq (OSC-I) site to support approximately 266 personnel. Work includes construction of overhead cover, approximately 560 SM for a dining facility, and upgrade of an entry control point. The primary facility costs include sitework, grading, drainage, addition or relocation of utilities and building equipment such as HVAC as needed, and also includes anti-terrorism/force protection measures. The project will use overhead protection (e-glass) and will be provided as GFM. PROPOSAL PROCEDURES: The solicitation will be a request for proposal (RFP). Contract award will be based upon a best value analysis of all proposals. The evaluation criteria will be conveyed within the RFP. One or more of the items in the project scope may appear in the solicitation as an option item. The contract will be awarded on a firm-fixed price basis only. Since the contract will be funded by a military construction appropriation the RFP will contain DFARS provision 252.236-7010, Overseas Military Construction-Preference for United States Firms. This provision states, in part, that military construction contracts funded by a military construction appropriation that are estimated to exceed $1,000,000 and are to be performed in countries bordering the Arabian Gulf shall be awarded only to US firms, unless, the lowest responsive and responsible offer of a US firm exceeds the lowest responsive and responsible offer of a foreign firm by more than twenty percent. Offers from firms that do not qualify as United States firms will be evaluated by adding twenty percent to the offer. U.S. Contractor Defined: To be considered a U.S. firm, the firm must be incorporated and have its corporate headquarters in the U.S.; have filed corporate and employment tax returns in the U.S. for a minimum of two (2) years (if required) and have filed State and Federal income tax returns (if required) for 2 years; have paid any applicable taxes determined to be due as a result of such filings; and employ U.S. citizens in key management positions. The tentative date for issuance of Request for Proposal (RFP) W912ER-12-R-0082 is June 20, 2012. The tentative date for receipt of proposals is July 20, 2012. A site visit has not been scheduled and is to be determined. ADDITIONAL REQUIREMENTS: Offerors must be licensed to conduct business in the State of Iraq. The solicitation will not be provided to plan rooms, subcontractors, suppliers or vendors. Files pertaining to the solicitation will be available through Safe Access File Exchange. Interested offerors will receive an email notification with the subject: AMRDEC Safe Access File Exchange Delivery Notice. The notification will include a description of the file, a link to the file, and a password to retrieve the file. The file will only be available for 14 days and the password is a ONE-TIME USE ONLY during the 14 day period. PLANS AND SPECIFICATIONS: This will be an electronically issued solicitation. The Government proposes to post the RFP to a file transfer protocol (ftp) site and be password protected. Proposals will be received in hard/paper copies only.
