- This is not a request for either a quote or proposal, or an invitation for bid. The intent of this pre-solicitation synopsis is to identify potential offerors to replace with new the existing 8000gl concrete skin above ground fuel tank to supply fuel to the existing generators at Bldg 585, Naval Air Station Sigonella, Sicily, Italy. The requirements will be procured utilizing Federal Acquisition Regulation (FAR) Part 13 Simplified Acquisition Procedures. The estimated price range is 18,727.50 - 74,910.00. The anticipated requirement includes, but is not limited to, all labor, material, and equipment to replace with new concrete encased of the existing above ground fuel tank with 8000 US gallons, insulated and protected as per most stringent Norms and Regulations at current date, with 4-hours Fire Rating, listed and labeled to the Multi-Hazard Standard SwRI-95-03 by Southwest Research Institute. It is requested a sample copy of certification for the new AST showing results for Fire Test, Hose Stream Test, Projectile Penetration Test and Heavy Vehicle Impact Test. It is required a High Quality fiber reinforced Epoxy/Urethane coating for the new AST. It required new AST with primary and secondary steel containment pressure testable, as well as with certification for monitor-ability of the secondary containment. It is required a minimum wall thickness of 3/16 for the primary steel tank. Filling connections for the new tank shall be installed inside spill containment pan. New tank supports shall be approved for Seismic Zone 1. It is required label from independent test laboratory on new tank certifying accordance to UFC Standard A-11-F-1 (formerly known as UFC Standard 79-7) and certifying successful results of fire test, ballistic and impact tests performed on similar characteristic fully assembled test tank. Tank shall be complete of all valves and accessories as indicated on contract Technical Specifications and Construction Drawings. All work shall be performed in accordance with the most current version of the Army Corps of Engineers Safety Manual, EM-385-1-1, and in accordance with all applicable Italian safety laws and norms. The anticipated period of performance is 210 calendar days. Offerors can view and/or download the solicitation via the European Navy Electronic Commerce Online (EURONECO) website at https://euro.neco.navy.mil when it becomes available. All interested offerors shall register at this website. However, registration does not release bidders from the responsibility of checking the solicitation daily for any amendments or other notices. The solicitation is expected to be posted on 15 June 2012. Quotes are expected to be due on 15 July 2012 at 10:00 AM Central European Time (CET). All dates are tentative and are subject to change. This is an internet only solicitation so paper copies will not be provided. A pre bid conference and site visit will be indicated on the solicitation documents.
