Description
I. STATEMENT OF NEED: The Bureau of Engraving and Printing (BEP) has a requirement for the purchase of the following item: 1. Vane Axial Fan. See Description Quantity 1 II. INSTRUCTIONS: To aid in evaluation, quotes shall be clearly and concisely written as well as being neat, indexed as appropriate and logically assembled. All pages of each part shall be appropriately numbered, and identified with the name of the offeror, the date, and the solicitation number to the extent practicable. Quotes are to be formatted using the following applications: pdf., Microsoft Word and Excel. An Offeror's overall response shall consist of two (2) Parts, individually entitled as stated below. Failure to furnish a full and complete offer as instructed may result in the Offeror's response being considered unacceptable, therefore eliminated from further consideration and award. Overall, Quotes shall be provided on company letterhead, reference BEP-RFQ-12-0239 and submitted to the attention of the Contract Specialist listed herein and be broken down into the below Parts and include the following, but not limited to information: 1. Section I Pricing: a. Proposed pricing for the item in the quantity listed in Section II above. Pricing shall include the cost of delivery/shipping; b. Payment discount terms. 2. Section II - Technical: a. Delivery date after receipt of award; b. Technical literature regarding the items being proposed. c. Warranty information. d. In addition, unless available via ORCA (i.e. www.orca.bpn.gov) Offerors are also to include a completed copy of their Representations and Certifications as per the provision 52.212-3, Offeror Representations and Certifications-Commercial Items. III. DUE DATE: Responses are due no later than 2:30 P.M. Eastern Time June 7, 2012 and will be accepted either via e-buy, fax or by e-mail sent to the Contract Specialist listed herein. IV. QUESTIONS DEADLINE: All questions are to be submitted either electronically or via facsimile to the attention of the Contract Specialist listed herein no later than 12:00 P.M. Eastern Time June 5, 2012. V. POINT OF CONTACT: The primary point of contact for this solicitation is Don Baron, Contract Specialist who can be reached via telephone at 202-874-3143, via e-mail at donald.baron@bep.gov or via fax at (202)-874-2200. VI. EVALUATION & AWARD: Evaluation shall be in accordance with FAR provision 52.212-2 EVALUATION COMMERCIAL ITEMS. The Government will award a delivery order resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The factors used to evaluate offers shall be Technical, Socio-economic Status, and Price. Technical and Socio-economic Status when combined are slightly more important than price. However, the strength of the Government's preference for such non-price factors depends on the marginal cost of obtaining higher technical merit. The Government reserves the right to award to other than the lowest offer. VII. TERMS AND CONDITIONS: 7.1 Washington, DC: Supplies or other items needed to be delivered to the BEP's Washington, DC facility shall be delivered to the following address: The Bureau of Engraving and Printing Attention: To-Be-Determined within the Call D Street, Between 13th and 14th Streets, S. W. Washington, D. C. 20228- Receiving hours for deliveries are 8:00 a.m. to 2:15 p.m., local time, Monday through Friday, excluding U.S. Government holidays and BEP year-end shutdown (which normally occurs between December 24 and January 1). The Contractor shall call the BEP appointment line at (202) 874-2333 at least twenty-four (24) hours in advance to schedule approximate delivery times. The appointment line is staffed from 8:30 am to 2:30 pm. Monday through Friday. A voice mail message maybe left after normal working hours. The following information should be provided: - Name of supplier/manufacturer - Contact Person with phone number - Contract/Purchase Order Number - Total number of cartons or pallets - Total weight - Date and Time of Delivery *Note the following loading dock limitations for deliveries made to Washington D.C.: Over the road vehicles having an overall height exceeding 12'6" (3.8 meters) empty, or an overall length exceeding 42' (12.8 meters) cannot be accommodated at the receiving platform. 7.2 Electronic Invoicing and Payment Requirements - Internet Payment Platform (IPP): Payment requests must be submitted electronically through the U.S. Department of the Treasury's Internet Payment Platform System (IPP). "Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in FAR 32.905(b), "Payment documentation and process" and the applicable Prompt Payment clause included in this contract (see Section I below). The IPP website address is: https://www.ipp.gov Under this award, the following documents are required to be submitted as an attachment to the IPP invoice. Not Applicable_ The Contractor must use the IPP website to enroll, access, and use IPP for submitting requests for payment. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email ippgroup@bos.frb.org or phone (866) 973-3131. If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the CO. AXIAL FAN - Description PART 1 - GENERAL 1.1 PERFORMANCE REQUIREMENT A. Fan Unit Schedule: The following information is described in an equipment schedule at the end of this Section. 1.2 SUBMITTALS A. Product Data including rated capacities of each unit, weights (shipping, installed, and operating), furnished specialties, accessories, and the following: 1. Certified fan performance curves with system operating conditions indicated. 2. Certified fan sound power ratings. 3. Motor ratings and electrical characteristics plus motor and electrical accessories. 4. Material gages and finishes, including color charts. B. Shop Drawings from manufacturer detailing equipment assemblies and indicating dimensions, weights, loadings, required clearances, method of field assembly, components, and location and size of each field connection. C. Wiring diagrams detailing wiring for power and control systems and differentiating clearly between manufacturer-installed and field-installed wiring. 1.3 QUALITY ASSURANCE A. Electrical Component Standard: Provide components that comply with NFPA 70 and that are listed and labeled by UL where available. B. Listing and Labeling: Provide electrically operated fixtures specified in this Section that are listed and labeled. 1. The Terms "Listed" and "Labeled": As defined in the National Electrical Code, Article 100. 2. Listing and Labeling Agency Qualifications: A "Nationally Recognized Testing Laboratory" (NRTL) as defined in OSHA Regulation 1910.7. C. AMCA Compliance: Provide products that meet performance requirements and are licensed to use the AMCA Seal. D. NEMA Compliance: Motors and electrical accessories shall comply with NEMA standards. 1.4 DELIVERY, STORAGE, AND HANDLING A. Deliver fans as factory-assembled units, to the extent allowable by shipping limitations, with protective crating and covering. PART 2 - PRODUCTS 2.1 VANEAXIAL FANS A. Description: Vaneaxial fans consisting of fan wheel and housing, straightening vane section, factory-mounted motor, an inlet cone section, and accessories. B. Housings: Steel with inlet bell. 1. Inlet and Outlet Connections: Outer mounting frame and companion flanges; inlet cone shall be welded to the fan raceway. C. Wheels: Cast-aluminum, axial-flow type, with airfoil-shaped blades mounted on cast-iron wheel plate keyed to shaft with solid steel key. D. Fan Hub and Blade Assemblies: Cast aluminum.. 1. Blades: Cast aluminum; factory mounted and balanced to the hub assembly. 2. Fan Shaft: Turned, ground, and polished steel designed to operate at no more than 70 percent of the first critical speed at the top of the fan's speed range. E. Shaft Bearings: Radial, self-aligning ball or roller bearings. 1. Ball-Bearing Rated Life: AFBMA 9, L-10 of 100,000 hours. 2. Roller-Bearing Rated Life: AFBMA 11, L-10 of 100,000 hours. F. Direct-Drive Units: Motor encased in housing, out of air stream, factory wired to disconnect located on outside of fan housing. 2.2 MOTORS A. Motor Construction: NEMA MG 1, general purpose, premium efficiency, continuous duty, Design B. B. Enclosure Type: Open dripproof. 2.3 FACTORY FINISHES A. Sheet Metal Parts: Prime coat before final assembly. B. Exterior Surfaces: Baked-enamel finish coat after assembly. 2.4 SOURCE QUALITY CONTROL A. Testing Requirements: The following factory tests are required as indicated: 1. Sound Power Level Ratings: Comply with AMCA 301, "Methods for Calculating Fan Sound Ratings from Laboratory Test Data." Test fans according to AMCA 300, "Reverberant Room Method for Sound Testing of Fans." Label fans with the AMCA Seal. 2. Fan Performance Ratings: Establish flow rate, pressure, power, air density, speed of rotation, and efficiency by factory tests and ratings according to AMCA 210, "Laboratory Methods of Testing Fans for Rating. 2.5 EQUIPMENT SCHEDULE A. Fixed Pitch Vane Axial schedule. • 10,000 CFM at 0.5 inch static pressure • Direct Drive • Minimum Diameter 28.8 inch • Maximum rpm - 1160 • Maximum 2.5 BHP • Motor 3.0 HP, 460 Volt / 3 phase / 60 Hz • Premium Motor with Variable Frequency Drive Application • Prototype Cook 29 VA 11 D or equal
