- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Kentucky National Guard has a requirement for a total of 9 leased Vans (see attached for specifications), to include (8) Extended mini vans and (1) 3/4 cargo van. These vans are required to be delivered to London KY 40744. The desired delivery date is 1 July 2012. This requirement will be a 100% small business set aside NAICS 532120 small business size standard is 25.5 million. The intent of the Kentucky National Guard is to award a firm fixed price contract with a base year and four option years. The award will be made by best value. The evaluation criteria will be based upon price, technically acceptable and past performance. Technical acceptability and past performance when combined are equal to price. You will be required to submit the attached pricing sheet to be considered for this award. No other documentation will be considered for award. If you do not fill out the attached pricing sheet you will be considered non-responsive and will not be considered for award. All offerors will quote their price on the following criteria WITHOUT EXCEPTION. If you offer terms not within this criteria, then offeror will be considered non-responsive: 15,000 Miles per vehicle annually. $0.15 per mile, after annual 15,000 mileage. The Government does not anticipate any mileage overages. General maintenance will be provided by the Government per manufacture's recommendation at no cost to the leasor, this will include oil change, grease,oil filter, air filter, fuel filter. Appropriate manuals will accompany each vehicle for this purpose. By submitting an offer for this solicitation you are agreeing to the above stated terms. No questions will be answered via phone. All quotes/offers will be due no later than 15 June 2012 @ 11:00 am EST. No late offers will be considered. Again no other documentation will be considered for award other than the attached pricing sheet. The Government intends to evaluate quotes and make award without discussions with offerors (except clarifications as described in FAR 15.306(a)). Therefore, the offerors initial quote should contain the offerors best terms. Do not assume you will have the opportunity to clarify, discuss or revise your offer. Offerors may, at the discretion of the Government, be asked to provide more information and clarification regarding their offer/quote. Request for such information does not constitute discussions.
