- Sole Source Justification The USPTO has a PTOFAX system that resides on approximately 13,000 USPTO user desktops on campus. The system was designed, integrated and installed by Syscom Services, Inc. between 1997 and 2002, using Open Text (Captaris) RightFAX and Open Text (Captaris) Alchemy software. Open Text RightFAX and Open Text Alchemy require custom programming in order to work in the USPTO environment. USPTO does not contract with Open Text directly for any new software requirements, modifications or technical support. This requirement is for software maintenance and technical support for a one year period. Syscom Services ensures that a problem is not at the interface module or programming in order for Open Text's troubleshooting to proceed. The support is necessary to keep the PTOFAX system up and running. The Patents and Trademarks business customers regard PTOFAX as a mission critical system. This is due to the fact that revenue-producing paperwork, by law, must be able to be received by USPTO in the form of FAXs. The PTOFAX system had zero second down time under the current maintenance contractor, Syscom Services, Inc. The description of the work needed to meet the agency's needs is listed below: Business hours unlimited on-site, phone, webex and e-mail support, plus 1 on-site health check and up to 5 non-business hours technical support or upgrade services by Syscom Services per year. Also includes all future upgrades and point releases by Open Text and access to Knowledge Center.
