- The Department of Energy, Western Area Power Administration, Desert Southwest Customer Service Region, intends to award a sole-source purchase order to Aspen Environmental Group, Inc. to provide consulting support services to identify recommendations for the Secretary of Energy to position Western in a leadership role in transforming the Nations electricity sector. Areas of focus include: Management, Planning and Operations, Legal Authorities, Rates and New Transmission Authorities, Integrating Variable Resources, Centralized Dispatch and Increasing Cooperation between Public and Private Power. The proposed action is for services for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b) Soliciting from a single source. The basis for the sole source award to Aspen Environmental Group, Inc. is outlined in the Justification for Other than Full and Open Competition atta ched. The North American Industry Classification System (NAICS) code is 541618. This is a notice of intent and not a request for competitive quotes or proposals. No solicitation is available for this requirement. All interested responsible sources may submit a capability statement and pricing information in response to this requirement, which shall be considered by the agency. Capability statements must be received by no later than June 6, 2012, 4 PM local time to Department of Energy, Western Area Power Administration, Desert Southwest Region, P.O.
