- this procurement (Sealed Bid) is to provide re-nourishment of the beach berm along the Virginia Beach oceanfront from 15th street to 70th street to provide for a berm with a minimum elevation of 9.0 feet, NAVD '88, and a minimum placement of 40 CY/LF and a maximum placement of 100 CY/LF. Re-nourishment material is available in the offshore areas of the Thimble Shoal Channel and the Atlantic Ocean Channel. The contract base volume will be 850,000 CY with three (3) additive bid items totaling 400,000 CY. Additives will be evaluated based on DFARS 252.236-7007.The Government reserves the right to exercise optional lines item during the performance period of this contract. The magnitude of work is estimated to be $10,000,000.00 to $13,000,000.00 (with optional item). The receipt date for proposals is July 17, 2012. This is UNRESTRICTED PROCUREMENT. NAICS CODE 237990 applies to this procurement. The notice to proceed will be issued with award. Mobilization and preparatory work on the beach cannot start prior to 01 November 2012. Dredging shall start no early than 01 December 2012 and must be complete by 21 March 2013. Submission requirements (plans/specs) will be available on/about June 14, 2012 via http://www.fedbizopps.gov/ (search on W91236% for solicitation issued by Norfolk District). Plans and Specifications will not be provided in a printed hard copy format. No hard copies will be available. Prospective contractors must be registered in the Federal Technical Data Solutions (FedTeDS, https://www.fedteds.gov) database prior to download of plans and specifications. Prospective contractors must be registered in the DOD Central Contractor Registration (CCR) database prior to award of a contract. Information on registration and annual confirmation requirements may be obtained by calling 1-888-227-2423 or via the Internet at http://www.bpn.gov. Lack of registration in the CCR database will make an offeror ineligible for award. TELEPHONE OR EMAIL REQUESTS WILL NOT BE HONORED.
