Description
The Marine Corps Systems Command intends to negotiate and award a contract on a sole source basis in accordance with FAR 6.302-1 to Northrop Grumman Systems Corporation (NGSC) for the acquisition of the design and development of Increment II Ground Weapons Locating Radar (GWLR) of the Ground/Air Task Oriented Radar (G/ATOR) System. The G/ATOR program is a single materiel solution for the Multi-Role Radar System (MRRS) and the Ground Weapons Locating Radar (GWLR) requirements. It is structured as an evolutionary acquisition program consisting of increments. Each increment builds upon the capabilities of the preceding increment(s). Increment II is a software solution to be installed on the Increment I hardware and operating software, which is being designed, developed, and fabricated by NGSC. The Increment I system development and integration is still ongoing, and the Government does not have a mature TDP or all data rights on the Increment I hardware and software. Since the RFI conducted in 2009, RFI # M6785410RFIG1, the information provided in the RFI and the Increment II requirements have not changed. NGSC is the only known responsible source that can meet the Marine Corp ™s requirements because of their proprietary data and their unique knowledge and expertise of the G/ATOR design, manufacturing, and capabilities. This is not a request for proposal. No RFP is available for competitive bidding; however, interested parties may submit a statement of capability for satisfying the requirement. No telephonic requests will be accepted. All communications shall be in writing to the Contracting Officer.
