- Combined Synopsis/solicitation DESCRIPTION: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 16.5 Indefinite delivery contracts, as supplemented with additional information included in this notice. It is anticipated that only one vendor will be awarded this project. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is: VA248-12-Q-1571. The solicitation is issued as a request for Quotes (RFQ) The specific requirement and associated contract clauses are included with this synopsis/solicitation and are viewable via the attached documentation. Offerors must sign into the FBO website to view the attachment. All vendors interested in submitting a proposal for consideration should do so, prior to the solicitation closing date, only to the point of contact(s) listed in this solicitation. Proposal not submitted in accordance to the solicitation guidelines will NOT be evaluated. This requirement is an open market request for commercial items under the North American Industry Classification System (NAICS) Code 611310, Colleges, Universities, etc. REQUIREMENT: The James A. Haley Tampa VA Medical Center (VAMC), 13000 Bruce B. Downs Blvd, Tampa, FL 33612, intends to negotiate a firm fixed price Indefinite delivery indefinite Quantity (IDIQ) one year contract and is seeking quotes for the following: In accordance with the Statement of Work (SOW); the National Center on Homelessness among Veterans (the Center) needs a curriculum to support the educational and training needs of VA staff hired as Community Integration Specialists (CISs). The contract will include the professional services provided by subject matter experts (SMEs) in support of planning, creating, and executing learning management, customized subject matter-specific training delivered via a 40-hour educational web-based training course. This includes the development, revision as necessary with comments and consult, construction through web-based formatting, implementation, monitoring, and evaluation of the training, as well as all administrative tasks and preparation needed to conduct the training, including course material preparation. The contract also includes professional services for the subject matter experts to evaluate the training participants upon completion of the training, and create a Certificate of Completion for the training participants based upon the evaluation of the participants' knowledge and their retaining of that knowledge, as well as practicality of skill utilization. The certificate is considered a necessary component or product of the training. More details are included in the Statement of Work. OTHER REQUIREMENTS: Offeror must be registered in the Central Contractor Registration (CCR) database and ORCA database before an award can be made to them. If the offeror is not registered in the CCR, it may do so through the CCR website at http://www.ccr.gov. If the offeror is not registered in ORCA, it may do so through the ORCA website at https://orca.bpn.gov/. Registration in both CCR and ORCA is free. Questions regarding this requirement are to be sent to Adalberto.Afanador@va.gov no later than June 11, 2012 at 2:00 PM EST. I will answer questions up to the 5th of June 2012. When asking any questions, the subject line of the email should clearly identify the Solicitation Number. No phone calls will e accepted. Answers to all questions received by this deadline will be posted on FedBizOpps in sufficient time for proposals to be submitted. Any questions received after this deadline will only be answered if time permits. See statement of work and RFQ for other details. The due date for quotes for requirement is June 11, 2012 at 2:00PM.
