- Pre Solicitation Notice # NIHOD201295 D National Institutes of Health's Resident Research Associateship Program in Biotechnology THIS IS A NOTICE OF INTENT, NOT A SOLICITATION FOR COMPETITIVE PROPOSALS. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institutes of Health's Office of the Director, Office of Logistics and Acquisitions Operations, on behalf of the Office of Intramural Research, intends to negotiate a c ost reimbursement type contract on a sole source basis with the National Academy of Sciences (NAS) under NAICS code 541690. This organization has the appropriate expertise, infrastructure and operational capabilities to efficiently provide all the services described in the Statement of Work. The Academy is a federally chartered non-profit institution dedicated to the furtherance of science and its use for the general welfare of the population. The NAS can provide access to a large pool of independent, multi-disciplinary research associates that are scientifically chartered. The NAS is a neutral and universally respected body in the academic science community. This procurement will be done pursuant to 41 U.S.C. 3304 (a) (1) and FAR 6.301- (1). The NAS is the only organization which can effectively recruit PhD level researchers with expertise in biomedical research that effectively mirrors the technical scope of programs at the NIH while independently and objectively fulfilling all the requirements of the statement of work below. No other supplies or services will satisfy the Agency's requirement. Capability Statement Requirements and Delivery Instructions This notice of intent is not a solicitation for competitive proposals. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow the government to determine if the party can meet the requirements as described in the statement of work. Submissions will be evaluated based on ( a) Staff expertise, (b) Technical approach to perform the work described in the statement of work (c) prior completed projects of similar nature; (d) corporate experience and management capability. Submission of Capability Statements: Capability statements and related materials received by the Contract Specialist no later than June 15, 2012 @ 10:00AM Eastern Time will be considered by the government. Written responses received after June 15, 2012 @ 10:00 AM Eastern Time will not be accepted. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Point of Contact: Sharmaine Gerstel, Contract Specialist, Phone: (301) 594-3744 Please address questions via e-mail to Sharmaine Gerstel at gerstels@mail.nih.gov STATEMENT OF WORK The contractor shall maintain a Web site describing the NIH/NIST research opportunities and shall handle the recruitment, selection, matching, assignment and notification of the Research Associates, who may be citizens of any nation willing to conduct collaborative research in NIH/NIST laboratories for a period of up to five years. Program participants will have no more than five years of relevant research experience since the receipt of their doctoral degrees at the time they begin the program. Particular emphasis must be placed on the recruitment of minorities under-represented in the sciences. Research Opportunities in the joint NIH/NIST program will be updated bi-annually and posted on the NRC Web site by the contractor. The contractor shall also provide complete administrative support for the disbursement of stipends, programmatic and professional travel allowances, and relocation allowances integral to the program, and provide health insurance and workman's compensation coverage for the Associates. In addition, the contractor shall provide periodic scientific evaluation of the Associates' recruitment and productivity and report the results to the Project Officer in accordance with the schedule specified elsewhere in this contract. Deliverables: An annual progress report shall be submitted to the Contracting Officer's Technical Representative (COTR) with a copy to the Contracting Officer (CO). The report shall include an overview of the application review process, presenting data on numbers of applications received, review outcomes, offers made, and offers accepted/declined. Information will be provided on applicants' and Associates' citizenship. The report will also present information on current Associates, including their Adviser names, NIH Institute, NIST laboratory, and start/end dates. The contractor will strongly encourage each Associate who completes tenure to submit a Final Report, and these reports will be included in the annual progress report. Finally, for Associates who ended tenure during the report period, the report will contain a summary of •o The Associates' scholarly output: publications, patent applications, presentations, and awards •o Associate future plans •o Associates' evaluation of their experience •o Adviser ranking of the Associates Anticipated period of performance One 12 Month Base and Four 12 Month Option Periods. 07/27/2012- 07/26/2017
