- This is a Sources Sought announcement seeking only Small Business responses in order to determine Small Business Participation in this acquisition. As described below, the Mission and Installation Contracting Command - Fort Eustis (MICC - FE) intends to procure contractor support for knowledge management services for the U.S. Army Training and Doctrine Command (TRADOC), Office of the Chief Knowledge Officer (OCKO). The OCKO develops and implements a knowledge management (KM) environment and culture which effectively and efficiently harnesses the critical relationship between people, process, and technology in creating, applying, organizing, and transferring knowledge to support timely decision making activities. This relevant and responsive KM capability will enhance the link between the Operating and Generating Force that supports the achievement of individual and unit readiness goals. The OCKO operates within the commuting area of Joint Base Langley-Eustis, Virginia. Qualified sources shall assist TRADOC OCKO by providing support in the following areas: Governance. This KM core function provides leadership, oversight, and strategic guidance through the development of TRADOC KM regulation, policy, and plans. This function also allows for vertical (up), horizontal (across) and vertical (down) learning and partnering linkages to other organizations. KM governance will also include review of risk mitigation and management strategies with regard to business transformation issues. Assist the Government in identifying KM-required capabilities and materiel and non-materiel solutions to close gaps identified in the extensive analysis process between what the Government can do and what the Government must do to ensure the Army has the capability to manage knowledge. The Contractor will need to demonstrate KM value to TRADOC and the Army. The Contractor will provide support to the TRADOC DCG IMT CKO Office in implementing KM-related projects through KM analyst support. Training and Education. This KM core function provides strategic guidance in partnership with the Intellectual Center of the Army on the implementation of KM specific education and training across both the generational and operational forces of the Army. The audience affected by the strategic plans produced includes Soldier and civilian team members. The Contractor shall provide training (train the trainer) to KM practitioners and professionals who have a mission to provide KM support to their organization. The Contractor shall provide training to KM practitioners and KM officers in TRADOC OCKO, Major Subordinate Organizations (MSO), and Centers of Excellence (COEs). The Contractor shall conduct training on managing the TRADOC Campaign Plan (TCP) Strategy Map Data Transformation. This KM core function provides strategic guidance and advocacy for the sharing of authoritative data within the DoD community in order to achieve efficiencies and business transformation based on the business intelligence that can be analyzed from these data sources. To achieve decision superiority and a common operational picture, information must flow to those who need it in real time to empower not only the commanders and decision makers, but also individual warfighters and civilians. The Contractor shall assist with the development of the TRADOC Data Transformation Plan (DTP). The DTP frame originated at Headquarters, Department of the Army. Warfighter Forum (WfF). This KM core function serves to enhance leader, leader-team collaboration, includes the unit's training throughout the Army Force Generation process, and includes the incorporation of lessons learned by units through interaction and processes within their communities that result in higher levels of mission proficiency. Additionally, the WfF serve as a conduit of operational experience for training, doctrine, and force design. Targeted WfF participants are leaders (Corporal to Colonel); however, Soldiers and civilians at all levels throughout the Army will have an interest in the content and outcomes derived from WfF processes and products. Assist in the development of the TRADOC WfF governance document. The document outlines the role of the WfF across the Command. The Contractor shall Coordinate ACOM and TRADOC WfF meetings and Capture and report results of ACOM and TRADOC WfF meetings. The Contractor shall track all MSO and CoE Senior Leader Symposium events. The Contractor shall Research and Identify Emerging Capabilites and Monitor TRADOC and ACOM communities of purpose and communities of practice. Business Transformation. This KM core function aligns an organization's initiatives relating to people, process, and technology more closely with its business strategy and vision. The initiative aims to support and help with innovation of new business strategies to meet long-term objectives toward an outcome-based end-state. The Contractor shall build and maintain the CKO webpage. Assist in facilitating and building collaborative work spaces. The collaborative work spaces allow for the improvement and integration of business processes and staff functions in order to gain efficiencies across TRADOC to include MSOs and CoEs. Assist in implementing improved processes to gain efficiencies across the Command based on the priorities of TRADOC Leaders. The designated NAICS code is 519190 - All Other Information Services with a size standard of $7.0 million. Your response shall include the following information: a) Size and designation of the company (i.e., 8(a), HUBZONE, WOSB, Veteran Owned, Small Disadvantaged Business, Service Disabled Veteran Owned, etc.) b) Number of employees c) Average revenue for the last three years d) Resources to include your company's growth capabilities and established line of credit. e) Your company's capability to do this type of work including: communication of technical expertise, capability, and capacity including similar, relevant and recent (three years or less) performance. Capabilities must be presented in sufficient detail for the Government to determine your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses shall not exceed five (5) pages. It is imperative that businesses responding to this sources sought notice articulate their capabilities clearly and adequately. Industry input is also requested on the DRAFT PWS that is attached. Questions and/or feedback related to the PWS MUST be submitted as a separate document. No reimbursement will be made for any costs associated with providing information in response to this announcement.
