- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse, Office of Acquisitions- Neurosciences, Station Support/Simplified Acquisitions on behalf of the National Institute on Aging (NIA) intends to negotiate on a sole source basis with the Trustees of Columbia University in the City of New York, Health Sciences Division, Columbia University Medical Center, 630 W 168th Street, New York, NY for the modification of current Purchase Order number HHSN271201100704P, which was awarded on 9/15/2011, for services of data collection on a pilot project measuring accelerometry data in subjects prior to and after aortic surgery, confirm data elements consisting of items required to support the analysis of the accelerometry data to be collected, begin preliminary data collection on the subjects participating in the study, and assemble study protocols in advance of future recruitment and data collection of additional research participants. Columbia University has a Clinical Cardiovascular Research Laboratory for the Elderly. The investigators began the pilot project in the beginning of 2011 to collect data from subjects that have been recruited for a long-term study characterizing periods of physical activity, sedentariness, and sleep prior to and after surgery for congestive heart failure and intervention for aortic stenosis. The NIA is interested in these patients because this is one of the few surgical interventions that NIA could identify where patients are expected to improve post-operatively. This study provides an opportunity to see whether these improvements can be identified on accelerometry and potentially to establish the utility of objective measures with accelerometry. Services to be rendered in the continuation of this contract awarded in September 2011 include completing data collection of 60 subjects, which were recruited in the original contract; finalizing study protocols detailing requirements and completion of this pilot project; and conducting follow-up activity of the participants in this research study. Modification to the current contract will extend the period of performance for 12 months from date of award of modification. The acquisition is being conducted under simplified acquisition using FAR 12 procedures and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
