Appendix B Appendix A Draft PWS The U.S. Department of Education (the Department) is conducting market research to support a requirement for the "Feasibility and Conduct of an Implementation and Impact Evaluation to Inform High Quality Expanded Learning Time." The Department needs to determine if there are small business sources with all of the following areas of knowledge, capabilities, and successful experiences. This notice is provided as information to the marketplace and is an invitation for potential offerors to express interest and provide information regarding their relevant capabilities. Small businesses are encouraged to team with other large or small businesses for this requirement. The Department is seeking information on whether small businesses that are certified as HUBZone, Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-owned (WO), 8(a), or Small Disadvantaged have the required capabilities to perform the Performance Work Statement tasks. Small businesses are requested to provide capability statements that address the Draft Performance Work Statement. Instructions are provided as follows: In response to the attached Draft PWS, The Department hereby solicits capability statements from eligible contractors. These statements shall be no longer than three pages, single-spaced with a minimum of one-inch margins and 12 point font. Contractors shall include up to five resumes in the appendix. Each resume must be no more than three pages and clearly demonstrate that individuals have the skills to perform the work described within the Performance Work Statement. Only resumes for key personnel that would work on the contract may be included. The resumes will not be counted as part of the three page limit for the capability statement. The capability statement should describe the qualifications and experience of key personnel, as well as related corporate experience and capacity, in each of the following areas: • Substantive knowledge of and experience with research on expanded learning time and after-school programs and data-driven instruction. • Experience leading large-scale random assignment evaluations in multi-sites and multi-states involving the provision of technical support for the implementation of program interventions in school settings, including staff training and progress monitoring. • Experience and skill in simultaneously and quickly recruiting numerous districts and schools to participate in randomized controlled trials and in the planning of data collection and quantitative analysis for impact studies involving cluster random assignment in school settings. • Experience in gathering and analyzing student test score and school records data in multi-sites and multi-states within the context of a cluster random assignment evaluation; and in designing and conducting surveys of school teachers in multi-sites and multi-states. • Adequacy of time commitment and evidence of successful work in managing, designing, and conducting previous rigorous, large-scale random assignment evaluations in multi-sites and multi-states of a similar nature in school settings. • No conflicts of interest (perceptions of bias or financial interest in the outcome of the study) that would call into question the independence of the study's findings. The Sources Sought Notice is part of the Department's Vendor Communication plan and the sole intent is to obtain capabilities for set-aside and procurement planning purposes. If the responder has an approved accounting system, please provide the certification in which the accounting system was deemed adequate (e.g. the name of the audit agency and audit number).You may submit as an attachment, which will not count towards the overall page limit.
