Description
J & A for Limited Sources/Name Brand PURCHASE OF HYPACK - Acoustic Data Acquisition Course The office of National Oceanic Atmospheric Administration, Great Lakes Environmental Research Laboratory located in Ann Arbor, Michigan intends to negotiate on a Sole Source/Name Brand basis, with HYPACK, for training on its HYPACK hydrographic survey software for MultiBeam and Sidescan Sonar systems, using procedures in FAR Parts 6 and 13, to train NOAA/GLERL users. HYPACK is the sole developer of the HYPACK software and is the only authorized trainer, and is the only party known to NOAA who can meet and provide this requirement. The statutory authority for other than full and open competition is 41 USC 253(c)(1) as implemented by FAR 6.302-1, Only one responsible source. This procurement is 100% set aside for small business concerns under the North American Industry Classification Code (NAICS) for this acquisition is 334511 with a small business size standard of 750. This is not a solicitation for competitive quotes. However, if any other interested part believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by GLERL. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NOAA/GLERL to determine if the party can meet all foregoing requirements. Capability statements and related material must be emailed to Eugenia.Lashbrook@noaa.gov by June 15, 2012 Award will be issued using FAR 13, Simplified acquisition procedures, current through FAC 2005-55. The determination to compete or not compete this proposed contract based upon responses to this notice is solely and within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Please indicate NRMAF000-12-02417 on responses. Requirements: Training must included the following: Must be authorized to provide HYPACK training. Provide training on-site to approximately 8 students Training must take place the week of November 6, 2012 HYPACK Acoustic Data Acquisition Course Requirements. The three day course will cover the use of HYPACK for sidescan and multibeam survey. The class will include information on geodesy datum and ellipsoids, system hardware device types and setting up GPS and echosounders. Line, Border, Matrix, Target editors will be taught for survey and display options including loading lines, matrix and background files. Data results and line distance and data display in Shell will be included in the course. While on the boat, the class will cover checking calibration and interfaces to HYPACK. The class will include a Data Processing component covering the Single Beam Editor, Creating Tide Files and Single, Dual frequency, and Echogram display. The processing component will also include output options, opening EDT files to re-edit, use of Export program for XYZ and DXF output, sounding selection and reducing data using the SB editor, Sort and Cross Sort. This section will also include display options for 2D, 3D display and Export DXF and the use of HYPACK Shell for data results and data options. *****The Eastern Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003.
