- This is a Request for Information (RFI)/Sources Sought notice issued in accordance with FAR 15.201(e) to conduct market research. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue a RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. The Department of Veterans Affairs (VA) is not, at this time, seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested vendor's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. Any information submitted by respondents to this RFI is strictly voluntary. All submissions become Government property and will not be returned. Background VA seeks to identify a hierarchical solution that can assist VA in software asset management. VA operates systems in hundreds of locations as well as tens of thousands of mobile devices throughout the country and abroad. The solution VA seeks to identify should meet or exceed the capabilities defined below. VA is seeking a single, consolidated, turn-key solution that does not require extensive integration and complex operation to implement and operate. At present, this solution is envisioned to operate as a stand-alone software asset management tool and not part of a larger configuration management solution. VA DOES NOT seek an e-commerce solution included nor imbedded within this solution. VA does not envision this as a Configuration Management DataBase (CMDB) solution but solely as a software license management and compliance tool. The Goal: VA owns a wide variety of software applications from a multitude of vendors across its large enterprise. VA operates systems in all fifty states and in Puerto Rico, the Philippines, and a few other OCONUS locations. All locations are connected to the VA intranet. VA operates about 360,000 workstations (PC's and Laptops), about 20,000 mobile devices (i.e. tablets, ipads, blackberries, smartphones, etc.), and about 20,000 servers (about 9,000 of which are virtualized instances). Current budget limitations require VA to aggressively and completely begin rigid accounting for all licenses owned. VA will use this tool to inventory, warehouse, harvest and issue software licenses. VA anticipates beginning in FY-13 with management of the Microsoft Licenses owned and then expanding the capabilities to cover all software licenses owned and operated by VA regardless of publisher (Oracle, IBM and 100s of others). VA is also interested in understanding offerings for this capability as a managed service. All workstations and mobile devices authorized for use in VA will authenticate to the VA Network through the use of Microsoft Active Directory. VA utilizes Microsoft System Center to help manage and monitor operations. It also employs Big Fix as well. Data normally provided as part of the VA's currently owned solution can be available for use to augment the overall solution being described herein if it incurs no additional licenses requirements to the VA. Required Capabilities Part 1 - Software Management High level requirements are as follows and are subject to change prior to any official request for proposal. 1.Provide license management capabilities and tracking of maintenance by license. 2.Provide a hierarchical view of software implementations so that individual locations or business units can monitor/manage their own licenses while providing multitier management/reporting at each level, up to a single management/reporting unit. 3.Provide for software license management on servers, workstations, and mobile devices. 4.Provide a real time inventory of all licenses owned and deployed down to the location of the end point each license resides in. This must include version control. 5.Provide a repository for software distribution media with access control so only authorized access is granted. This must include version controls. 6.Provide a library capability that will enable individual users to request specific titles. Once approved, the user will then be automatically notified and provided access to the distribution media. This capability must include limited use rights where the term of the license use can be establish by individual device/user with automatic notifications of usage expiration and automatic harvesting of licenses once the term of use has expired. 7.Provide a means to automatically harvest licenses that have not been used within a given period. Example, if VA owns a quantity of licenses for a specific title and usage is near or at the limit, VA needs the ability to assess how actively the deployed licenses are being used and harvest any licenses that have not been used within the last 180 days (or whatever term is deemed appropriate at that time.) 8.Provide a means to ensure compliance with licensing terms that are accepted by Microsoft and other major Vendors for auditing. Part 2 - Infrastructure requirements If this solution were implemented onsite, describe infrastructure considerations that must be accounted for by VA. VA seeks to understand the following: 1.The resources impacts on networks. This should include both one-time and ongoing bandwidth impacts. 2.Additional hardware requirements to implement the solution across VA including augmentations that may be required for currently existing systems. 3.How the solution will be implemented and operated. Part 3 - Estimated Costs Annualize costs over 5 years related to implementation and operation of the solution in-house: 1)Hardware requirements 2)Software to operate the solution 3)Hardware maintenance 4)Software maintenance 5)Operations and management of the solution (number of FTEE) If a managed services approach is being suggested, provide an annualized estimate of the cost for a 5-year term. Part 4 - Managed Services Considerations If a managed services approach is being suggested, provide a detailed description of how this solution would be provided including security considerations at all levels. Submission Instructions In support of this effort, VA is soliciting white papers that address capabilities, and costs. The white paper should address the capabilities identified herein by indication if the solutions will meet each capability and how it's accomplished. Please use the same numbering to help in our analysis. Identify any additional value added capabilities (relative to this requirement) the solution provides by describing the specific capability and continuing the established numbering. Submit a white paper or related information via email to Kevin Monahan at Kevin.monahan@va.gov and Carol Newcomb at carol.newcomb@va.gov by June 20, 2012. Please limit the white papers to 20 pages. All proprietary/company confidential material shall be clearly marked on every page that contains such. White papers should also include a short summary of your company's business/developments in this area and current deployments with references. Also, please submit the name, phone number, and email address of the lead from your organization. VA reserves the right to not respond to any or all emails or materials submitted.
