Description
Project: PIV Card Enrollment Software and Equipment Compliance Upgrade for the Hines Information Technology Center Background on the Program: The Hines Information Technology Center's (HITC) existing electronic access control system is currently not Personal Identity Verification (PIV) compliant. The PIV System is a Departmental initiative intended to provide compliance with Homeland Security Presidential Directive (HSPD)-12, Federal Information Processing Standard (FIPS) -201 and related standards, which address the Federal Government-wide needs for an identifying credential for all Federal employees, contractors, and affiliates. The credential will be used for identification and authentication across Federal logical and physical access systems. FIPS-201 defines a credential enrollment and issuance process that provides a common assurance level under which all PIV credentials are issued. In addition to meeting the compliance requirements of FIPS-201, the VA PIV System includes supporting technologies that consider VA business needs and ROI that can be provided by such a system. The PIV System delivers "security as a service," integrating with the VA EA service-oriented architecture. It provides an integrated approach to the broad, heterogeneous VA network and forwards the concepts embodied in the One-VA strategic goal. In doing so, the program intends to reduce the cost of ownership for authentication and authorization services. Further, the initiative offers improved security of critical VA assets and extends broad protection for privacy and identity information maintained by VA. The PIV Project goals are to achieve FIPS-201 compliance, implement PIV security architecture, and leverage the PIV identity assurance through identity and access management throughout the VA enterprise. The VA PIV system must, therefore, work with existing VA applications and scale its services to support the entire internal agency population as well as the veteran population in future versions. Because of these policies, HITC requires an upgrade to its existing electronic access control system so the system becomes PIV compliant. This project will consist of an implementation to include the procurement of hardware, software, and provide installation services for the PIV project. Upon delivery of the initial hardware, vendor installation shall be performed by experienced technicians during business hours. Business hours are from 7 am to 3:30 pm. The equipment preferred is General Electric but brand name or equal is acceptable. This system must be HSPD-12 compliant; all materials and products to be used must be on the GSA Approved Product List and FIPS 201 compliant. The Contractor shall provide a complete and fully functional system, including documentation of the design, layout, and interconnection of the system components to perform monitoring, alarm, and control functions. The Contractor shall expand the system; this shall include removal and installation of new and/or relocated security devices as listed below and shown on drawings, as well as programming changes to the existing software to enable the devices to function as intended. Pre-Installation: a.The Contractor shall review and document current environment and installation needs in coordination with building architect prior to hardware install and Logical Domains configuration. b.The Contractor shall plan and confirm the installation schedule with building program manager. c.The Contractor shall plan and confirm system setup requirements with program manager. d.The Contractor shall verify completion of pre-installation tasks. e.The Contractor shall confirm with the building program manager that all components are present in accordance with the packing list and original order. f.The contractor shall coordinate for replacement component(s) and re-install of working component(s). If any hardware components are found to be not working. g.The Contractor shall confirm system functionality with building system analysts. h.The contractor shall conduct an installation program manager. i.The Contractor shall provide system reference documentation detailing the installation to the program manager. Installation: The Contractor shall replace and upgrade the current Physical Access Control Systems (PACS) with PIV compliant card readers, panel controls, Weigand Units, cable and wiring, mounting hardware and ancillary devices as needed for the upgrade installation. PIVCheck software will be required for PIV cardholder validation for HSPD-12 compliant with automated PACS registration and certificate management database. Specifically, the current card readers will not be able to read the new PIV card. The Contractor shall remove all current PIV card readers. The Contractor shall remove all existing card readers. The current card readers will be replaced with PIV card readers (Models T-520-PIV and T-525-PIV). The control panel must be able to process a larger bit stream than most currently installed PACS can process today. The Contractor shall install 16 Controller CPU kits for the panel and controllers. Existing controllers shall remain intact with the installation of new CPU cards, power supplies, batteries and all cables. In order to accommodate the PIV format, the CPU boards must be replaced to PNXPlus. The panel controller must be able to process a 200 bit stream for maximum encryption protection. At each door with card readers, the Contractor shall install, along with the new card readers, a reader j-box with WIU-4 interface boards that shall be reconnected to existing door contacts, the request-to-exit motion detector, and the electric door strike and maglock. At each door with card readers, the wiring shall be upgraded with 18 AWG reader cable. The Contractor shall install PIVCheck software on the existing server or security client personal computer at the security guard desk. The installation requires PIVCheck Plus - Desktop (FCWnx) software and PIVCheck Certificate Manager Software with an Identix Bio-Engine software license. The Contractor shall install a Morpho Trak MSO1350e USB smart card reader with fingerprint sensor 500 Fingerprint Reader with a Targus PIN pad. The Contractor shall integrate PIVCheck software with the existing Facility Commander Enterprise 7.5.1 software. At the time of installation of PIVCheck, the Contractor shall test all functions of the software to insure optimal operation and that it is efficiently working. The Contractor shall migrate all current PIV issued badge holders' data into Facility Commander 7.5.1. The Contractor shall instruct security staff on the procedures for entering newly issued PIV card holder data into PIVCheck and shall provide post-installation training to staff for issues or questions that arise after all installation process are completed. Thus, the Contractor shall implement a direct interface between the current PACS and the PIV System. The alternate option the Contractor can utilize will be manually entering the new HITC PIV card holder's information. The current PIV System and the PACS are separate and do not communicate with each other. The Contractor shall create a methodology of creating a new data record for the PIV card holder or updating the current data record for a current card holder in PACS. Equipment and Parts and Labor and Installation Includes: (1)The Contractor shall reuse existing reader controllers, which will include the replacement of CPU cards, power supplies, batteries and all cables. (2)The Contractor shall remove 200 GE Casi-Rusco card readers and replacing them with 200 Multi-Technology Readers or equivalent. Readers must be compliant with the GSA Approved Product List and certified for FIPS 201. The Contractor shall connect these readers to the access control system (Facility Commander 7.5). At each door with card readers, the Contractor shall install new j-boxes with 200 WIU-4 (Weigand Units) interface boards. The contractor shall also reconnect existing door contacts, request-to-exit (REX) motion detectors and electric door strikes or maglocks. (3)The Contractor shall reprogram/reconfigure existing Facility Commander 7.5 software to support the upgraded controllers and PIV Cards. (4)The Contractor shall provide comprehensive user training on all new systems. The training will be 1-time training, hands on since the operators of the software will be acclimated to the new equipment. Approximately 14 employees will be trained. (5)PIVCheck software is required for cardholder validation for HSPD-12 compliance with automated PACS registration and certificate management database. The Contractor shall install PIVCheck software on the workstation personal computer (PC) in the Physical Security Office or security guard station. (6)The Contractor shall integrate new equipment with existing CCTV and Access Control equipment as described in this section.
