- Description
- The Social Security Administration (SSA) has a requirement for the services of a contractor to redesign and implement three new waves of the National Beneficiary Survey (NBS), a survey of Social Security beneficiaries with disabilities. The NBS is an instrument that SSA developed to support the evaluation of the Ticket to Work (TTW) program, but we also designed the survey to capture information on the work interest, aspirations, and activities of all SSA beneficiaries with disabilities. The survey will consist of three, nationally representative cross-sections of all working age SSDI and SSI beneficiaries, with oversampling of younger beneficiaries (age 18-49). These cross sections will be supplemented with cross-section surveys of working beneficiaries whom SSA has suspended as a result of work. We will follow a subset of these beneficiaries with suspended benefits longitudinally. In all, we will conduct three rounds of interviews at two-year intervals over six years. To encourage response from Spanish-speaking populations, we will field the questionnaire in both English and Spanish. SSA anticipates awarding a single cost-reimbursement type contract for a seven-year period of performance. This will be a competitive negotiated acquisition expected to be conducted in accordance with FAR Part 15. All responsible sources may submit a proposal, which shall be considered by SSA. Request for Proposals, number SSA-RFP-12-1041, is expected for release on or about June 15, 2012 and will be available for downloading via the internet at FEDCONNECT for all interested parties. A link to the documents will be provided through FEDBIZOPPS. Paper copies of the RFP and associated documents will not be mailed. Potential offerors shall be responsible for monitoring the internet site for release of the solicitation and any amendments.
