Market Research Evaluation Ratings Market Research Questionnaire Statement of Objective SOURCES SOUGHT FEDBIZOPPS NOTICE Supplemental Nutrition Assistance Program (SNAP, formally Food Stamp Program) Quality Control System (SNAPQCS) Support Services This Sources Sought Notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the government. The Agency does not intend to award a contract on the basis of responses received nor otherwise pay for the preparation of any information submitted. This request for information/sources sought announcement is not a request for quote/proposal and the Government is not committed to award a contract pursuant to this announcement. This information from this market research is for planning purposes only and will assist the government in planning its acquisition strategy. The U.S. Department of Agriculture, Food and Nutrition Service (FNS), has a requirement for the operations and maintenance and modernization of the SNAPQCS and related applications. The objective of the SNAPQCS recompete is to ensure continued system operations while implementing system enhancements, using the best-suited prevalent architectures and technologies available in the IT industry. The Agency is using the seven steps to performance-based acquisition methodology to identify the SNAPQCS solution and solution provider. This Notice is restricted to small business vendors under 8(a) STARS II GWAC and/or GSA's IT 70 FSS, to include large businesses who will partner with small business prime vendors. Only small business capabilities, as prime contractors, will be assessed in response to this notice. The purpose of this sources sought notice is to conduct market research, identify viable small business vendors under: (1) 8a STARS II GWAC, Constellation 2, Functional area 2, NAICS 541512 Computer Systems Design Services, and (2) GSA's IT 70 Federal Supply Schedule, SIN 132-51, IT Professional Services, and, as a result, determine which vehicle will be used based on qualified responses received. This market research will (1) educate FNS on industry capabilities, best practices, and experience of other organizations on similar endeavors, as well as the acquisition approaches utilized, and (2) develop the solicitation and acquisition strategy. Upon evaluation of responses received, the Agency may: (1)Release a solicitation in E-Buy for 8a STARS II vendors under Constellation 2, Functional area 2. 8a STARS II vendors, as of result of their response to this Notice, will be formally notified whether they are deemed viable or non-viable from this market research. The follow-on E-Buy notice will be a 2 phased approach where vendors will have the opportunity to "opt in" during phase 1. The Notice will also outline the results of this market research, excluding vendor names, and permit other qualified vendors that did not respond to this notice the opportunity to submit an offer. Or,(2)Release a solicitation to GSA FSS IT 70 respondents determined to be qualified from this market research with the expectation of receiving 3 or more offers. Mandatory - Current CMMI Level 2 certification, although a current CMMI level 3 is preferred. Small businesses are highly encouraged to submit documentation as required by the sources sought. Small businesses should identify the 51% of the performance they will accomplish and the functional areas they will support as part of their workshare, along with their projected teaming arrangements, joint venture, or subcontracts. Small businesses should identify concerns they have with the sources sought which would prevent them from proposing on the project. Attached are the Market Research Questionnaire, Evaluation Criteria and High-level Objectives. Interested vendors shall complete the required documents and submit their responses electronically to David Lum at ccpc@fns.usda.gov by 12:00 PM on June 11, 2012.
