- HSSW Industry Day Question Request Form Eglin AFB Map for Conference Center (Bldg 16) and Air Force Research Laboratory (Bldg 13) Map from VPS airport to Eglin AFB FL Affidavit for contractor access to Eglin AFB FL AFRL/RW SPECIAL NOTICE FEDERAL AGENCY NAME: AIR FORCE RESEARCH LABORATORY, MUNITIONS DIRECTORATE, CONTRACTING DIVISION (AFRL/RWK), EGLIN AFB, FL TITLE: HIGH SPEED STRIKE WEAPON (HSSW) DEMONSTRATION PROGRAM AND AFRL TECHNOLOGY MATURATION PLANS INDUSTRY DAY 1 I. EVENT DESCRIPTION The Air Force Research Laboratory Munitions Directorate, Contracting Division (AFRL/RWK) announces an Industry Day for an anticipated future acquisition for the High Speed Strike Weapon (HSSW) Demonstration Program to be held on 27 June 2012 from 8:00 am to 11:00 am CDT at Eglin Air Force Base, Florida. The Government will host the Industry Day at the Eglin AFB Conference Center. One-on-one sessions with interested prime contractors, in a proprietary only forum, will be scheduled in Building 13 at Eglin AFB between 12:00 and 5:00 pm CDT on 27 June 2012 and 8:00 to 12:00 on 28 June 2012. Additionally, on 28 June 2012 from 8:30 to 11:30 am CDT the Government will host a briefing on AFRL Technology Maturation Plans at the Eglin AFB Conference Center. Directions to the Eglin AFB Conference Center and Building 13 will be posted separately on the FedBizOpps website. This announcement is not a formal solicitation and is not a request for proposal. Any formal solicitation will be announced at a later date. II. PROGRAM DESCRIPTION (1) HSSW Demonstration Program Objective: The High Speed Strike Weapon is an AFRL demonstration of a Mach 5+ (i.e.,hypersonic) velocity weapon capable of holding fixed and relocatable targets (i.e., time critical targets) at risk from tactically relevant standoff distances in tactically relevant timelines. The demonstration program will integrate and flight test a demonstrator weapon accelerated by a booster to an appropriate Mach number/airspeed condition to allow for air breathing propulsion for the remainder of the mission. Guidance and control systems will present the weapon to representative targets at lethal proximities and simulate detonation of a mock warhead and/or detonate a live warhead. As a minimum, lethal mechanisms compatible with the air vehicle will be evaluated in ground test. (2) AFRL Technology Maturation Objective: The Air Force Research Laboratory is investing in HSSW Technology Maturation with the intent of advancing the readiness levels of ordnance, guidance, materials, and propulsion. The results of the AFRL Technology Maturation investment may be of benefit to the HSSW Demonstration if the Technology Readiness Levels are sufficiently advanced. Also, these results may be integrated into any follow-on efforts. A presentation will be offered during the morning of 28 June to describe the AFRL HSSW Technology Maturation process and discuss the areas that are being pursued. (3) Other Requirements: a. The HSSW requirement contains classified elements that will be presented at the Industry Day event; therefore, attendees are required to have, at a minimum, a SECRET level security clearance in order to attend. See Section V - Agency Contacts, Paragraph (2) for further details on how to submit a visit request. b. There is potential program information that can be made available to contractors after Industry Day. To receive the technical data package, the contractor must be certified to receive military critical technical data under the US/Canada Joint Certification Program (JCP) (www.dlis.dla.mil/jcp). To request the technical data package, submit an email to request release of export-controlled data related to the HSSW Demonstration program to afrl.rwk.hsswdemo@eglin.af.mil. The request shall include: 1. Certified copy of a DD Form 2345 Militarily Critical Technical Data Agreement 2. Commercial and Government Entity (CAGE) Code 3. Name, phone, email, and fax of the person to receive the data 4. Please use "Request for HSSW Demo Technical Data Package" in the subject line of your email. III. INDUSTRY DAY (1) The Industry Day is for market research purposes to determine potential interested sources that possess the necessary skills, experience, qualifications, and knowledge required to successfully develop and demonstrate an HSSW prototype in flight test. The Industry Day will provide available program information pertaining to the HSSW Demonstration Program, an overview of anticipated requirements, and an opportunity to conduct a structured open forum question and answer session with interested companies. The Government may be better able to answer questions of interested parties during Industry Day if they are submitted prior to the forum. Submit any questions known in advance by using the HSSW Demonstration Industry Day Question Request Form located as an attachment to this notice on the FedBizOpps website. Email the completed form(s) to afrl.rwk.hsswdemo@eglin.af.mil. Question sheets will also be provided during Industry Day for submission of additional questions. Answers to questions submitted at Industry Day will be answered as time allows. (2) HSSW DEMO PROGRAM ONE-ON-ONE MEETINGS: One-on-one discussions with interested prime contractors, in a proprietary only forum, may be scheduled by written request (see additional information in Section V - Agency Contacts, Paragraph (2)). The length of time allotted for each potential offeror will be based on the number of requests received. Each potential offeror will receive an equal allotment of time. One-on-one sessions will be scheduled in the order requests are received and the contractor's point of contact will receive an email notification of the time and location of the session NLT 18 June 2012. Interested prime contractors shall limit their representatives in the one-on-one sessions to no more than 10 individuals (this number includes any subcontractors the prime contractor may choose to invite). (3) AGENDA: An agenda will be posted separately on the FedBizOpps website. Briefings are anticipated to include program management, business considerations, engineering topics (including draft requirements), and notional Concept of Employment (CONEMP). (4) ATTENDANCE AT INDUSTRY DAY: If you are interested in participating in the Industry Day, please provide the following information via e-mail to afrl.rwk.hsswdemo@eglin.af.mil no later than 13 June 2012 : (a) Name of the Company, CAGE Code, Point of Contact (POC), Title, Email Address, and Phone Number. (b) All companies planning to participate in the Industry Day activities shall state if they are interested in being the prime contractor or if they are looking for subcontracting opportunities. (c) Complete the attached Eglin AFB Access Affidavit form for all attendees without a valid DoD photo ID to identify which participants require sponsorship at the visitor center for access to Eglin Air Force Base. Visitors who possess retired military identification or a Common Access Card (CAC) do not require sponsorship. (d) List of Attendees IV. ELIGIBILITY INFORMATION All potential applicants are eligible. Foreign or foreign-owned offerors are advised that their participation is subject to foreign disclosure review procedures. A determination has been made for this solicitation that all foreign participation at the prime contractor and subcontractor levels will be prohibited. V.
