- The request for quotation is hereby amended to address vendor questions and answers, incorporate a change in the technical specifications, amend the evaluation criteria and extend the due date for quotes as follows: 1. Vendor questions and answers: Question: After reviewing Amendment I and the new specification 1 for Line Item 0001 which states "Pressure Range: Must cover the range 0 to 200 kPa abosolute pressure, preference shall be given to a Vacuum of 1.5 Atmospheres" - This specification is confusing. If the preference is 1.5 atm, how can the specification state that the solution must cover a 0 to 2 atm (200 kPa) range? In the Vendor Question and Answer section, the answer to the question is "1.5 atm is the preference, 2 atm would be considered if all other minimum specifications are met". This statement is different than "Must cover the range of 0 to 200 kPa". Please clarify. Answer: The instrument must cover the range of 0 to 150 kPa absolute pressure. The reference to 200 kPa has been deleted in its entirety (see revised specification 1 below). Regarding the new item 5 which states "Total uncertainty: at least 0.01% at 100,000 Pa (preference shall be given to a smaller uncertainty)" - Is the product preference for a product whose absolute uncertainty for pressure measurements below 100,000 Pa improves to better than +/- 10 Pa (0.01% of 100,000 Pa)? Answer: Preference is for a product whose uncertainty at 100 kPa is less than 0.01% (10 pa). 2. Line Item 0001 specification 1 is hereby amended as follows to remove all reference to 200 kPa as stated below: FROM: Line Item 0001: Quantity Two (2) each, Controller/Calibrator that shall meet or exceed the following minimum specifications: 1. Pressure Range: Must cover the range 0 to 200 kPa absolute pressure (Vacuum to 1.5 Atmospheres); TO: Line Item 0001: Quantity Two (2) each, Controller/Calibrator that shall meet or exceed the following minimum specifications: 1. Pressure Range: Must cover the range 0 to 150 kPa absolute pressure (REVISED) 3. Evaluation Criteria is hereby amended as follows: FROM: Evaluation Criteria: The Government will award a purchase order resulting from this solicitation to the responsible quoter whose quotation, conforming to the solicitation, results in the best value to the Government, price and other factors considered. The following will be used to evaluate quotations: Technical Capability and Price. Technical Capability shall be approximately equal in importance to price. In determining best value, preference shall be given to equipment that is capable of exceeding the minimum specifications of those stated above in specifications 1 (Pressure Range) & 5 (total uncertainty). TO: Evaluation Criteria: The Government will award a purchase order resulting from this solicitation to the responsible quoter whose quotation, conforming to the solicitation, results in the best value to the Government, price and other factors considered. The following will be used to evaluate quotations: Technical Capability and Price. Technical Capability shall be approximately equal in importance to price. In determining best value, preference shall be given to equipment that is capable of exceeding the minimum specification of specification 5 (total uncertainty). The due date/time has been extended through June 4, 2012.
