Description
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a non-competitive basis for the repair of five (5) Mobile Facility (MF) Shelters and extend the contract completion date for contract N68335-07-D-0006, a Fixed Price Indefinite-Delivery/Indefinite-Quantity (ID/IQ) contract awarded to Gichner Shelter Systems 490 East Locust Street PO Box 481 Dallastown, PA 17313-0481 on 8 November 2006, to procure MFs to support the testing and operation of various avionics gear by the Marine Corps in training and expeditionary scenarios. The Government intends to extend the contract an additional six (6) months from 7 April 2012 until 5 October 2012 to allow the Government to order remaining MF units on contract and support the Navy Special Warfare Operations Unit until the new competitive contract is awarded. The five (5) shelters to be repaired are located at the contractor's facility and will be returned to Marine Corp Aviation operations. The basic contract was awarded for a total of approximately 1,000 production units over a five-year period. To date, 422 units have been ordered. Therefore, the orders placed will not exceed the maximum quantities established. The Government intends to repair units and extend the contract under the authority of 10 USC 2304 (c) (1), FAR 6.302-1. Award to any source other than Gichner would result in unacceptable delays in fulfilling the agency's requirements. Gichner is the only company that can meet our schedule, as well as form, fit, and function requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
