- Description
- NASA/GSFC has a requirement for Globe Program protocols (i.e land, atmosphere, water, soils)training, as well as support of upcoming Earth Sciences educational initiatives/programs, for a period of one year. NASA/GSFC intends to purchase the service from Folk Nouveau, pursuant to FAR 13.106, for the aquisition of supplies or services determined to be reasonably available from only one source. Folk Nouveau has been working with GLOBE programs for nearly 15 years, and has led numerous teacher workshops. Folk Nouveau has played a significant role in the growth of the GLOBE program at NASA GSFC. The combination of being a local GLOBE Master Trainer and significant experience with GLOBE protocols makes Folk Nouveau uniquely qualified to train Earth Science Directorate staff and local educators in GLOBE protocols and help develop an educational/science program that uses GLOBE soil/land cover protocols for urbanization studies. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 12, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
