- Draft Performance Work Statement This notice serves to provide details for an upcoming pre-solicitation vendors' conference, request Company Profiles, and provide a draft Performance Work Statement (PWS). The purpose of the Pre-solicitation Conference is to meet with all prospective vendors interested in responding to the forthcoming Request for Proposal (RFP), answer questions regarding the requirement, perform market research, and clarify requirements. The Investing in Innovation Fund (i3), established under section 14007 of the American Recovery and Reinvestment Act of 2009 (ARRA), as amended by section 307 of Division D of the Consolidated Appropriations Act, 2010, provides funding to support (1) local educational agencies (LEAs), and (2) nonprofit organizations in partnership with (a) one or more LEAs or (b) a consortium of schools. The purpose of this program is to provide competitive grants to applicants with a record of improving student achievement and attainment in order to expand the implementation of, and investment in, innovative practices that are demonstrated to have an impact on improving student achievement or student growth, closing achievement gaps, decreasing dropout rates, increasing high school graduation rates, or increasing college enrollment and completion rates. These grants (1) allow eligible entities to expand and develop innovative practices that can serve as models of best practices, (2) allow eligible entities to work in partnership with the private sector and the philanthropic community, and (3) identify and document best practices that can be shared and taken to scale based on demonstrated success. The Department is seeking a contractor that will provide i3 grantees with: Individualized support to help grantees successfully implement their projects; Opportunities for grantees to collaborate and share knowledge with each other via professional learning communities/communities of practice; Specific tools to assist grantees in sharing their learnings with fellow i3 grantees, other ED grantees, ED leadership and the public education field overall; and Assistance in capturing and disseminating grantee performance information to the public education field. This conference will give the Department the opportunity to provide a clear understanding of the work and expectations. The conference will also provide the Department an opportunity to receive feedback on the draft PWS and identify areas that may need additional detail or clarification. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This notice does not commit the Government to contract for any supply or service whatsoever. It is the responsibility of the interested parties to monitor the Federal Business Opportunities website for additional information pertaining to this requirement. It is the Department's intent to award a contract by September 24, 2012. The resulting contract would be comprised of one (1) twelve (12) month base year and four (4) twelve (12) month option years. The Department intends to award this under Federal Acquisition Regulation (FAR) part 12.
