- Description
- The Air Force intends to award a sole source contract to the Lockheed Martin Aeronautics Company (LMA) for the follow-on Raptor Enhancement, Development and Integration (REDI II) indefinite delivery/indefinite quantity (IDIQ) contract. Award of this highly-specialized follow-on contract to any source other than LMA likely would result in substantial duplication of costs to the Government and unacceptable delays in fulfilling Air Force requirements. Moreover, the existence of limited rights in data leaves LMA the only responsible source. LMA is currently the prime contractor for the development, manufacture, modernization and sustainment of the F-22 aircraft. The REDI II contract will provide for the development of integrated software and hardware upgrades to the LMA-developed F-22 weapon system including flight support at Edwards AFB, CA. For information on the REDI II requirement, please refer to the Sources Sought Notice posted by this office to FedBizOpps on 26 Jan 2011, which can be accessed at https://www.fbo.gov/spg/USAF/AFMC/ASC/Reference-Number-F-22-FREDI/listing.html. All responses to the Sources Sought were carefully considered before the decision was made to solicit and negotiate with only one source in accordance with FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The contract will have a 5-year base ordering period that will start no later than March 2013 with an option to extend the ordering period for another 5-years. This is a notice of intent, not a solicitation. The Air Force does not intend to issue a solicitation or provide any further information on this requirement. However, responsible sources may submit a capability statement, which will be considered by the Air Force if received within 15 calendar days of the posting of this notice. Whether this requirement will be competed remains within the discretion of the Air Force. The Government is not responsible for any costs incurred by responding to this notice.
