Description
The Army Contracting Command New Jersey (ACC-NJ), on behalf of the US Army Armament Research Development and Engineering Center (ARDEC), Benet Laboratories located at Watervliet Arsenal, Watervliet, New York is seeking capabilities statements from firms that can provide testing and evaluation of coatings and materials pretreated with mature and advanced surface treatment and coatings technologies. The agreement will include analytical testing of phase, stress, hardness, thickness, porosity, adhesion, uniformity, wear resistance, abrasion resistance, and corrosion performance in comparison with current legacy surface material properties. Mechanical and tribological properties are to be tested according to ASTM standards where applicable. Required wear/abrasion testing capabilities must include ASTM D2625A, ASTM D2596, ASTM D2783, ASTM D2981, ASTM D4170, ASTM G77, ASTM G99, ASTM G133, ASTM D3702, ASTM G65, ASTM G105, and ASTM B611. As necessary, the testing labs shall be responsible for sample preparation along with running the tests. Sample preparation may include but not limited to: cutting, tabbing, and gaging among other steps. This notice is open to all business concerns; however, the government intends to evaluate and award BPAs to small business concerns. In the event that there are not enough responses from small businesses the government will consider awarding to large business concerns. The Government may enter into one or multiple Blanket Purchase Agreements as a result of this notice per FAR 8.405-3. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. Firms/companies are invited to indicate their interest by providing a description of their capabilities along with specifications, brochures, manuals, reports, information pertaining to experience on previous contracts for similar supplies/services and other technical data. The Government will accept written questions by email only. Interested persons may identify their interest and capability to this requirement no later than the closing time/date of this announcement, 29 June 2012, 4PM EST. Submittals and questions should be directed to the following point of contact: US Army Contracting Command- New Jersey, Attn. Contract Specialist, Mr. Giuseppe Tropiano, e-mail giuseppe.tropiano.civ@mail.mil. The Government will not be issuing a formal Request for Proposal (RFP) because this is a Blanket Purchase Agreement. In addition, the Government does not intend to pay for any information provided under this notice. The Government is not obligated to notify respondents of the results of this notice.
