Description
The Internal Revenue Service (IRS) intends to issue a purchase order for $212,000.00 on a sole source basis to Century Link at 1801 California Street, Denver, CO, 80202, to acquire the remainder of the Century Link leased Cisco (4) 6504 switches and hardware for the Data Center Consolidation Initiative (DCCI) and to support the move from Denver Century Link Data Center to Martinsburg IRS Data Center in West Virginia. Request for quote(s) will be solicited only from Century Link due to cost efficiencies and need for continuity of service. Sole Source Justification for Century Link and Brand Name Justification for Cisco: The Department of Treasury is leasing this equipment from Century Link and will be moving out of Century Link and taking this equipment with them due to the move from Denver to Martinsburg. In order to do this the equipment has to be purchased. If the Department of Treasury has to buy new equipment from another vendor, they will still be responsible for the lease which is 212K as well as the cost of new equipment. This is not cost efficient. Continuity of service is also critical. The Department of Treasury is in the process of standardizing its telecommunication systems to CISCO products that are currently in use throughout its data centers within the Department of Treasury. This commitment allows a service provider to build a service team with specific brand name skills and experience to the benefit of Department of Treasury and to optimally use that same team to service near term equipment upgrades and replacement. These factors ensure a high quality of service that is paramount to maintaining mission critical field operations. Maintaining a stable reliable environment support by a trained and experienced staff is a major consideration for this strategy and is in the best interest of the government to settle on a standardized manufacture of equipment. As well, the Department of Treasury is in the process of combining its data center per Data Center Consolidation Imitative (DCCI) mandate. The Department of Treasury networks are built predominantly on Cisco routers and switches and uses CiscoWorks as its primary network management tool. The Department of Treasury has standardized and has become dependent on Cisco products as it has invested heavily in its hardware, software, and training for its network management and security staffs. Written responses to this Notice may be provided to be received by this office no later than May 31, 2012, 4:00 PM EST, and should include sufficient information to establish a basis for a competed action. Additionally, documentation must establish your capability and willingness to fulfill the requirement. Written responses will be used to determine if this acquisition will be made competitive. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
