PRE-SOLICTATION NOTICE FOR THE PHASE 1B GRAVESITE EXPANSION AT LOUSIANA NATIONAL CEMETERY, ZACHARY, LOUSIANA (PROJECT NO. 870CM3023B) The Department of Veterans Affairs (VA), National Cemetery Administration, is soliciting bids under Solicitation Number VA786A-12-B-0023 for the following: The contractor shall completely prepare site for construction operations, including demolition and removal of existing structures and substructures, and furnish labor and materials and perform Work for construction of Cemetery expansion on new site, including grading, new roadways, columbarium sections, grading of cremain burial areas, the Administration and Public Information Center building and site area, the Committal Shelter and site area; water, sewer, and drainage system infrastructure as required by Construction Documents (Drawings and Specifications). MAGNITUDE OF CONSTRUCTION: $2,000,000.00 to $5,000,000.00. CONTRACT DURATION: Performance period is approximately 544 calendar days from date of receipt of Notice to Proceed. NAICS CODE: 237990 SIZE STANDARD: $33.0 Million METHOD OF AWARD: THE GOVERNMENT CONTEMPLATES AWARD OF A FIRM FIXED-PRICE CONSTRUCTION CONTRACT UNDER 100% COMPETITVE SET ASIDE FOR SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB). Award will be made on a competitive basis under Federal Acquisitions Regulations (FAR) 14 to a responsible SDVOSB business responding to this solicitation. OBTAINING SOLICITATION MATERIALS: Solicitation material consisting of the Invitation For Bid (IFB) details may be accessed ONLY via FedBizOpps at http://www.fedbizopps.gov. No telephone requests will be accepted. The solicitation and drawings will be released for issue on or about June 11, 2012. SOLICITATION AMENDMENTS: Amendments to the solicitation will be up loaded to FedBizOpps. Offerors are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time for receipt of offers.
