- ********************************************************************* SOLE SOURCE SYNOPSIS ONLY ********************************************************************* 1. BACKGROUND NLS has converted most of its audio offerings to digital format and provided a digital player for them. The Music Section offerings have yet to be provided in digital format. This procurement will provide digital format materials for a large number of current music titles from the most popular provider audio popular music instruction: Valdosta Music & Publishing. This purchase follows four prior purchases from the same vendor that provided a test for the procedures for implementing NLS acquiring commercial content on proprietary (NLS) digital cartridges. This purchase will essentially complete the digital conversion of most of the remaining titles that are already in our collection. 2. SCOPE A. Provide clear statement(s) on the purpose and magnitude of the effort: This purchase will provide digital versions of most of the remaining titles of this vendor's holdings that are currently in our collection in analog format. B. Link objective(s) for project to the Library's mission: Acquiring digital versions of this vendor's production currently in the NLS music collection brings a substantial portion of the music audio collection into digital format, in line with the goals of NLS offerings as a whole. 3. CONTRACTOR REQUIREMENTS A. Identify specific Tasks/Supplies to be performed/furnished: Vendor shall load specified digital content onto a portable hard drive and ship to NLS (Taylor Street Annex) via UPS or Fedex. (NLS will copy files to circulatable cartridges and upload one copy to BARD.) B. Establish the priority of the tasks and time frames: Basic tasks are loading of content files onto the portable hard disk drive. C. Provide a clear definition of expectations: All requested titles accurately and completely named and loaded onto the hard drive and shipped to NLS in a timely manner. D. State specific qualifications/skills for key personnel. n/a 4. OTHER REQUIREMENTS (As Appropriate) 1.Government Furnished Property (list of property w/condition and delivery schedule): None. B. Intellectual Property Rights (Rights in Technical Data/Copyright/Patent) (State WHO should own WHAT at the end of the contract): At the completion of the contract, NLS will (continue to) own the physical cartridges, along with the digital content that will be loaded on them. These cartridges and their content may circulate in perpetuity, based on user demand. At the same time, NLS has also purchased the right to make the content available for download by eligible registered patrons of its collections via BARD (Braille and Recorded Download). C. Transition Plan 5. DELIVERABLES A. Specify individual services/supplies to be performed/furnished Vendor shall supply 217 music instructional titles. B. Reports (type, frequency, content, quantity required) n/a C. Delivery Instructions and Timetables: Loaded hard drive shall be shipped by vendor via UPS or Fedex when order is completed. 6. TESTING AND QUALITY ASSURANCE A. State level of quality and quality standards that must be achieved: Audio quality of digital content on the cartridges (as tested on the NLS player) shall be at least equivalent to that of the existing analog predecessors on cassettes (as heard on the NLS cassette player). Navigability within/between the tracks on the cartridge shall also be checked. B. Describe inspection process plus where and when it will take place: NLS Music Section staff will check/listen to sample files for each title, on the NLS player. 10% is the common NLS quality assurance rate. Inspection will take place in the Music Section, within two weeks of receipt from the contractor/vendor. C. Describe acceptance criteria plus where and when it will take place: See C.6, A and B, above D. State any Special Features (Warranties; Surveillance; First Article Test, etc.) n/a 7. PERIOD OF PERFORMANCE & DELIVERY SCHEDULE A. State overall period of performance: The period of performance shall begin from the date of the award for one calendar year. B. State delivery schedule or Due Dates for ALL deliverables: 1. Email Report (to jhan@loc.gov) of each shipment to NLS shall coincide with shipment date. This shall continue until the order is completed. C. State delivery schedule for Government Furnished Property: N/A 8. APPLICABLE DOCUMENTS/INFORMATION A.
