- DESCRIPTION OF WORK: Work includes construction of a 3-bay ogee weir spillway and incidental related work. The project includes installation of steel sheet pile dewatering cofferdam, installation of temporary and permanent access roads, site work, channel excavation, constructing a reinforced concrete spillway, fabrication and installation of three steel vertical lift gates with related electrical and mechanical work, installation of a telemetry system and installation of steel sheet pile wingwalls. Work also includes clearing and grubbing, grassing, offsite soil disposal, and turbidity monitoring. The project site is located in Okeechobee County approximately 1.5 miles south of the intersection of SR 70 and C-38 canal. The new spillway (S-65EX1) will be constructed within the C-38 canal 150 feet south of the existing S-65E spillway. The period of performance is 425 days not including grassing. Award will be made to the offeror whose proposal represents the best value to the Government. Proposal will be evaluated on technical merit, past performance, small business participation and price. Magnitude of construction is between $10,000,000.00 and $25,000,000.00. THIS IS AN UNRESTRICTED ACQUISITION. ALL RESPONSIBLE OFFERORS ARE ENCOURAGED TO PARTICIPATE. There will be a price preference for certified HUBZone small business concerns that comply with the requirements in the solicitation as stipulated in FAR 19.1307. The solicitation will be issued on or about 08 June 2012 with bids due on or about 24 July 2012. Solicitation will be issued in electronic format only and will be posted on the Army Single Face to Industry (ASFI) website at https://acquisition.army.mil/asfi/.
