- The Center for Disease Control and Prevention (CDC), National Center for Injury Prevention and Control (NCIPC), Division of Violence Prevention (DVP) intends to award a sole source purchase order to the Elsevier Publishing, 360 Park Avenue South, New York, NY 10010 for the acquisition of a special issue of the Journal of Adolescent Health (JAH) entitled, "The intergenerational continuity of child maltreatment and the critical role of safe, stable, nurturing relationships in interrupting this cycle of violence." The authority for this sole source is FAR Part 6.302-1. The NAICS code is 511120, Periodical Publisher. The work involved with this project is to publish a Special Issue of the JAH in early 2013. The specific objective of this program is to publish a special journal issue on child maltreatment and the critical role of safe, stable, nurturing relationships in interrupting this cycle of violence. Elsevier Publishing is the only responsible source capable of publishing this special issue in the JAH because they can publish a special issue in early 2013; they focus on adolescents; they have subscribers that are a multi-disciplinary group of researchers and practitioners; they publish articles related to behavioral science; they have previously published articles by authors who will be submitting papers for this special issue. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to the Elsevier Publishing. However, firms that believe they can provide these services are encouraged to identify themselves and give written notice by providing a capability statement to the Contracting Officer by June 13, 2012. The Contracting Officer will not respond to verbal request. All requests must be in writing. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
