Description
Request for Information (RFI) Amended Sources Sought Announcement RFI Overview: The Army Contracting Command -Redstone (ACC-Redstone) is seeking information concerning the interest and availability of capable Small Businesses to provide contract support for the Aviation and Missile Command's (AMCOM) Aviation Maintenance Enterprise, Aviation Field Maintenance (AFM), 21st Cavalry Brigade (Air Combat) effort. This anticipated requirement will provide rotary wing aircraft maintenance, ground vehicle maintenance, ground support equipment maintenance, and logistical services support for the 21st Cavalry Brigade (Air Combat) training mission at Main, West, and North Ft. Hood, Texas. The contract will require the maintenance of rotary wing aircraft and ground support equipment to include wheeled and tracked vehicles for the execution of unit fielding, training and certification, and unit training and deployment. In addition, the following accompanying logistical functions will be necessary to accomplish or support maintenance: management of the supply function to include material forecasting and secondary material item procurement, electronics testing, aviation ground support repair and operation, various component repair, recovery of downed aircraft, fueling and refueling services, ammunition hauling and loading, Combat Aviation Training Team (CATT),and information technology services in direct support of aircraft maintenance and logistics functions. It is anticipated that the AFM 21st Cavalry Brigade contract will consist of a base year and four one-year options. The base and four one-year options contract will bind the successful contractor to labor rates and other factors for pricing individual options and any modifications to the contract. The effort may be established as Cost-Type, Firm Fixed Price, Time and Material, or Firm Fixed Price Level of Effort. Important note: the selected contractor must have the capability to provide responsive, timely and cost efficient maintenance and logistics type services to support the 21st Cavalry Brigade's training Mission. Performance of the proposed contract is critical to the Army mission to receive, equip, train, evaluate, and deploy all of the Army's attack helicopter battalions to include the National Guard and US Allies receiving PEO managed aircraft. The anticipated contract will include DFARS 252.228-7001 Ground and Flight Risk clause. The awarded contract will support all PEO Aviation platforms and the supporting ground support equipment as required located at Fort Hood, TX. The applicable NAICS code for this effort is 488190 - Other Support Activities for Air Transportation. The small business size standard has recently been increased to $30M in average annual receipts. A size standard is the largest that a concern can be and still qualify as a small business for Federal Government programs. The process used to calculate average annual receipts can be found in 13 CFR 121.104. Capable Contractor Interest: The ACC - Redstone would like to identify Small Businesses that have experience in all or a part of the requirements described above. If you believe your company is a viable source and would like to receive an announcement when the requirements are synopsized on the Federal Business Opportunities website, contact the Contracting Officer's point of contact (POC) via e-mail. Please provide the following information to the ACC - Redstone point of contact Jody Criss at jody.ryan.criss@us.army.mil : 1. A Capability Statement that reflects your company's quality certifications. 2. Your company's ability to perform government cost-type contracts. 3. A listing of specific commercial or government aviation contracts that your company has supported along with the names and contact information of the government Contracting Officers for those contracts. 4. Details regarding if your company is not interested as a Small Business Prime but would be interested as a subcontractor to a prime. This RFI shall not be construed as a formal solicitation or an obligation on the part of the government to acquire any products or services, nor should this sources sought notice be considered that the government has made a final determination to set the requirement aside to Small Business. Any information provided to the government is strictly voluntary and at no cost to the government. Any formal solicitation(s) will be announced separately. It is anticipated that a final solicitation (Request for Proposal) will be issued in the third quarter of calendar year 2012 for the action; however, this date is an estimate and is subject to change without notice. Source Selection will be conducted per applicable guidance of FAR part 15, DFARS part 215 and AFARs part 5115 (to include Army Source Selection Manual, AFARs appendix AA, January 2012 or current date) as well as Army Contracting Command and AMCOM directives. Current government source selection guidance at time of evaluation will be implemented. Send all comments relating to the Sources Sought to the listed Contracting Officer POC. Contacts to government personnel by potential offerors regarding this RFI subject are restricted and must proceed through the Contracting Officer POC. The Capability Statements, information on your potential to perform cost-type contracts, prior contract information, and details on your desire to be considered as a subcontractor to a prime are all requested to be provided to ACC-Redstone by 12 June 2012.
