Description
This is a sources sought notice for information and planning purposes only. This is not a Request for Proposals (RFP) and in no way obligates the Government to award any contract. Further, the Navy is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this notice; all costs associated with responding to this notice will be solely at the interested party s expense. Not responding to this notice does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. The responses to this notice will be used as Market Research to determine the Naval Surface Warfare Center's overall procurement strategy. All eligible and qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the quantity and availability of contractors who have the technical level of expertise, the administrative capability, and the management capability to perform the effort described below. Based upon the response to this announcement and capability statement, the Government may determine to set this acquisition aside, proceed with an unrestricted solicitation, or decide on alternative procurement strategy. The Naval Surface Warfare Center, Carderock Division is contemplating a project where the Contractor will produce manufacturing drawings from engineering sketches and Digital Product Definition Files; and manufacture and deliver four experimental propulsors for evaluation at the Naval Surface Warfare Center, Carderock Division, which is located in West Bethesda MD. Actual delivery location could be anywhere in the continental USA. All work will be classified up to the CONFIDENTIAL level. The principal features of the work include CAD and drafting work, manufacturing, and delivery of four experimental propulsors with associated parts. The propulsors consist of blading and ducts, three to six feet in diameter, and the rotors may be single or multi-piece assemblies, statically cast (two to five thousand pounds), machined by numerically-controlled 5-axis or more mills, and rotationally balanced. Ducts will be produced from plate and forgings, welded and contoured machined. Work requires precision tolerances with possibly restricted reach and access conditions. All materials may require non-destructive testing, and all components will require dimensional inspections with precision 3D metrology methods. Capability statements are to be submitted not later than June 15, 2012. Responses shall be limited to 5 pages and submitted via e-mail only to craig.madden@navy.mil. The capabilities package submitted by a vendor should demonstrate the firm's ability, capability, and responsibility to perform the principal components of work listed above. Packages should include the following information: (1) Business name, address, business size and type (8)(a), HUBZone, Service Disabled Veteran, Small Business, Large Business, etc., and point of contact to include e-mail address and telephone number; (2) Demonstration of the firm's experience shown by providing a list of jobs of equal size or larger for two to five different projects completed within the past ten years in which your firm completed similar work. For each job listed provide the following: a brief description of the work performed, project title, dollar value of the job, the company name and location; (3) a listing of CNC milling and turning machines and CAD capabilities. Capability statements shall not exceed five (5) pages in length. The Government will disclose respondents information to only authorized government and non- government third-parties for purposes of evaluation. Information submitted in response to this RFI constitutes the respondents written consent to such disclosure. Non-government third-parties will be required by the Government to sign a certificate of non-disclosure prior to their gaining access to the respondent s information. All information received in response to this RFI that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. When, and if, it is determined that a formal Request for Proposals will be issued, a notice will be posted on Federal Business Opportunities web site at http://www.fedbizopps.gov/.
