Description
U.S. Customs and Border Protection (CBP) intends to negotiate a FFP contract on a sole source basis under authority of FAR 13.106-1(b)(1) with AB Sciex LLC, 110 Marsh Drive; Foster City, CA 94404 to provide a NANOSPRAY III SOURCE AND INTERFACE KIT & Software There are currently four 4000 QTrap mass spectrometers in the CBP laboratory system (New York, Chicago, Houston, Savannah) that are capable of advanced liquid chromatography/mass spectrometry measurements including LC-MS/MS/MS (required by FDA LIB 4434 Fluoroquinolones in Honey), intact protein analysis (multicharge and top-down proteomics), and bottom-up proteomics analysis (digested compliment of proteins of a sample or system). The New York Laboratory is requesting the procurement of apparatus to enable nano-flow high performance/pressure liquid chromatography ( nano-flow HPLC ) analysis with the existing 4000 QTrap mass spectrometer. The current existing HPLC system allows flows from approximately 20 μL/min. to 1 mL/min. The nano-flow system allows flows from approximately 2 nL/min. to 2 μL/min, with an improvement in sensitivity from 100 times to 1000 times. The following items are to be procured: - NANOSPRAY III SOURCE AND INTERFACE KIT - ProteinPilot 4.0 Software - BIOANALYST SOFTWARE V1.5.1 The NANOSPRAY III SOURCE AND INTERFACE KIT is required for coupling of a nano-flow HPLC to the 4000 QTrap mass spectrometer. The software is used to collect, process, and interpret the data. The intended use of the system will be to improve Home Land Security food safety analysis, determination of Country of Origin of agricultural products, duty impact of classification, and investigation of commercial fraud of food importation. The system will be used to reduce the use (and subsequent high cost) of ELISA kits for measurement of animal or fish meat in foods. Measure intact proteins in food such as dairy proteins with the inclusion of molecular weights. Tremendous increase in protein measurement and identification ability. Tremendous increase in sensitivity for food toxin contamination analysis. The source and software are additional equipment in conjunction with the existing Applied Biosystems 4000 QTrap Instrument. The supplier of the NANOSPRAY III SOURCE AND INTERFACE KIT and associated software, Applied Biosystems now known as AB SCIEX, is the manufacturer of the 4000 QTrap mass spectrometer instrument. The NANOSPRAY III SOURCE has been engineered to couple to the instrument. An alternative supplier for the source is not known. The North American Industry Classification System (NAICS) code for this acquisition is 334516, Analytical Laboratory Instrument Manufacturing. The Government intends to solicit and negotiate directly with AB Sciex LLC. This notice of intent is not a request for competitive proposals. However, all parties who identify their interest and capability to satisfy this requirement will be considered. No solicitation will be issued, therefore, all requests for the solicitation will be considered non-responsive. A determination not to compete this action based upon responses received is in the sole discretion of the Government. All interested parties must express their interest and capabilities in writing via e-mail to brice.winston@dhs.gov prior to the closing date of this notice. An award shall be made to AB Sciex LLC. The anticipated award date is June 8, 2012.
