Description
This a Request for Proposal (RFP)/Solicitation to provide Healthcare Housekeeping Services in all direct-and non-direct patient care and healthcare-related settings in multiple Medical Treatment Facilities (MTFs) located on Fort Bragg, NC to include Womack Army Medical Center (WAMC) MTF and multiple MTFs in the health service area of WAMC, Ft. Bragg, NC, and Fayetteville, NC. Healthcare housekeeping services may be required in any area under the jurisdiction of the WAMC MTF commander. The North American Industry Classification System (NAICS) Code for this solicitation is 561720. This solicitation will be awarded using Lowest Price Technically Acceptable evaluation criteria. This requirement will be an 8(a) competitive, small business set-aside for an Indefinite Delivery, Indefinite Quantity (IDIQ) master contract with Firm Fixed Price (FFP) Contract Line Items (CLINS). Healthcare housekeeping services are required for 59 months starting 1 Nov 2012 through 30 Sep 2017. The solicitation and subsequent contract will include contract line items (CLINS) for 60 days for transition period (base ordering period only), one (1) 9-month base ordering period, and four (4) 12-month ordering periods. Individual task orders will clearly describe WAMC MTF-specific healthcare housekeeping requirements and services to be performed. All elements of the RFP shall be submitted by the Offeror with a proposal no later than the date/time shown in block 8 of the Standard Form (SF) 1449, Solicitation/Contract Order for Commercial Items. Services include hospital housekeeping services; collection and distribution of linen within the WAMC area to a MTF-specified site for control and exchange of linen (option); collection, consolidation, packaging, labeling, and preparation of regulated medical waste (RMW) for hazardous transport; collection of general solid waste (trash) for waste disposal pick-up; collection and transport of recyclable materials within the health service area of WAMC to a MTF-specified site for bundling and preparation of shredded paper bales for recyclable material pick-up; and, exterior building services (e.g., window, doors, and walkways). The square feet (SF) for cleaning of each MTF is varied; however, the estimated SF for WAMC MTF, and the multiple MTFs located in the health service area of WAMC MTF currently receiving services under the existing contract is 1,289,989 SF. Floor plans available upon request. A pre-proposal conference will convene at 8:30 am on Tuesday, June 26, 2012, Fort Bragg, NC, WAMC MTF, Reilly Road, Building 4-2817 (specific room location TBD)with a follow-on site visit for WAMC MTF beginning after the pre-proposal conference The pre-proposal conference duration is anticipated from 8:00am - 12:00 pm, which will consist of briefings from the Contracting Officer and the Contracting Officer Representative. The site visit duration for 26 June 2012 is anticipated from 1:00 pm - 4:30 pm. The site visit will continue on June 27, 2012 starting at 7:45 am - 4:30 pm. TBD. It is recommended that prospective offerors download the solicitation prior to attending the pre-proposal conference. The site visits involve extensive walking through multiple buildings, and participants are advised to wear appropriate clothing and closed-toed shoes to be safe and comfortable. Please indicate any special needs to Katherine Perry when requesting registration to ensure proper accommodations may be arranged. Pre-Proposal Conference and Site Visit Information Womack Army Medical Center, Fort Bragg, NC 26 & 27 June 2012 26 June, 2012: Arriving to Fort Bragg: Enter Fort Bragg at the All American Entrance (Main Gate). Coming towards Fort Bragg stay in the left hand lane to go through the security check point to have your car inspected. All personnel must have a valid driver's license, car registration, and proof of insurance. Due to the high number of vehicles entering this gate in the morning, please ensure adequate time to process through the Visitors Center (an average of 15-30 minute wait time). *Pre-Proposal Conference Location: Womack Army Medical Center, Reilly Road, Building 4-2817, Fort Bragg, NC 28310. Specific information regarding pre-proposal conference (e.g., conference room number, etc.) TBD. Directions to Pre-Proposal Conference Location: Enter Fort Bragg through All American Expressway ACP, continue on All American, exit on Reilly Rd exit, continue on Reilly Rd, stay in the left lane, and turn left when you get to the Main Hospital Entrance. Park in the Patient/Visitor Parking and come into the main lobby. An escort will be waiting in the Main Lobby. All participants must obtain a WAMC visitor's badge (badge will obtain from a government escort). 26 June 2012. Non-registered participants will be on a stand-by basis and permitted to attend at the discretion of the Government. **All participants are authorized to eat lunch in the Dining Facility at Womack Army Medical Center. Upon conclusion of the pre-proposal conference and lunch, all registered site visit participants will meet in the WAMC MTF (Building 4-2817) Main Lobby to begin the site visit. Site Visit: The Government will escort registered site visit participants* from the Main Lobby through the various location within WAMC from 1:00 pm - 4:30 pm (est.) *Only registered site visit participants will be permitted to attend site visits and must have a WAMC visitor's badge. Non-registered participants will be on a stand-by basis and permitted to attend at the discretion of the Government. ***The site visits involves extensive walking through multiple buildings, and participants are advised to wear appropriate clothing and closed-toe shoes to be safe and comfortable. Please indicate any special needs to Katherine Perry when requesting registration to ensure proper accommodations may be arranged. 27 June 2012: Site Visit: Registered site visit participants shall meet at the WAMC MTF (Building 4-2817) Main Hospital Entrance at 7:45 am. The Government will transport registered site visit participants from the Parking Lot to site visit locations on Fort Bragg and the outlying buildings from 8:00 am - 12:00 pm and then 1:00 pm - 4:30 pm. The Government will return the site visit participants to the WAMC MTF Parking Lot for lunch from 12:00 pm - 1:00 pm.
