Kingsbridge Road Rm. 9b16 Bronx NY 10468 Synopsis: Please note that is AMENDMENT to the combined synopsis for a request for quotes or proposals for announcement VA243-12-Q-1453. The Government is seeking COMPETIVE QUOTE information for procurement purposes. The Department of Veterans Affairs New York Harbor Healthcare System, St. Albans Campus is currently conducting a full and open competition for qualified firms capable of Electrical repair and maintenance of transfer switches. Vendor will be responsible for: 1) Guaranteed 4 hour response (24 hours/day, 7 days / week) 2) Emergency service labor and travel coverage 3) Parts coverage The North American Industry Classification Systems (NAICS) is 238210. Responses to this notice must be submitting in writing (email or fax) and must be received not later than June 4, 2012 at 10am. No telephone inquiries will be accepted. "THIS WILL BE A 100% SDVOSB SET-ASIDE "The statement of work has also been added to solicitation. Responses to this notice will be used by the Government to make appropriate acquisition decisions. Responses to this notice should include company/individual name, examples of similar facilities which you have provided services to (a capabilities statement), DUNS number, address, point of contact. If your firm is a Service-Disabled Veteran Owned or Veteran Owned Small Business, you must be CERTIFIED in VetBiz (see internet site: http://vip.vetbiz.gov). Contractor must be registered in Central Contractor Registry (CCR) (see internet site: http://www.ccr.gov). Responses to this notice must be submitted in writing (email or fax) and received not later than June 4, 2012 at 10:00AM. A solicitation is not currently available. If a solicitation is issued, it will be announced on Federal Business opportunities website http://www.fbo.gov at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. GENERAL INFORMATION 1.Title of Project: Transfer Switch Maintenance 2.Scope of Work: The contractor shall provide all resources necessary to accomplish the deliverables described in this statement of work (SOW), except as may otherwise be specified. Contractor shall provide all labor, manpower and material necessary to complete annual inspection of all electrical network transfer switches at St. Albans Campus. 3.Background: The work in question is required by VA specification and the National Electrical Code. All devices of this type, if not properly maintained, are hazardous to all staff, property and adjoining spaces throughout all buildings. 4.Performance Period: The contractor shall complete the work required under this SOW in 365 calendar days or less from date of award, unless otherwise directed by the Contracting Officer (CO). If the contractor proposes an earlier completion date, and the Government accepts the contractor's proposal, the contractor's proposed completion date shall prevail. [Time and materials] The work shall begin within 10 calendar days of award, unless otherwise specified. Work at the Government site shall not take place on Federal holidays or weekends unless directed by the CO. 5.Type of Contract: [Firm-Fixed-Price] 6.STATEMENT OF WORK Contractor shall provide all labor, materials and manpower necessary to complete annual inspection of all electrical network transfer switches located as follows: B64, B 167, B168, B173, B176. B88, B89, inclusive of all associated control boards. Work shall be performed in accordance with O.E.M. documents provided by the contractor. Upon completion of preventive maintenance, contractor shall submit a detailed report of equipment's operating condition in accordance with O.E.M. published parameters. All deficiencies are to be highlighted with recommendations for corrective action with all associated cost, discussed and a plan of action developed to address recommendations. All costs associated with the repairs shall be addressed under separate purchase order. 1 TRANSFER SWITCH MAINTENANCE: PROVIDE ALL LABOR, MATERIAL AND MANPOWER NECESSARY TO COMPLETE ANNUAL INSPECTION OF ALL ELECTRICAL NETWORK TRANSFER SWITCHES LOCATED AS FOLLOWS B64, B167, B168, B173, B176, B88, B89, INCLUSIVE OF ALL ASSOCIATED CONTROL BOARDS. PERFORM SAID MAINTENANCE IN ACCORDANCE WITH A MUTUALLY AGREED UPON SCHEDULE. WORK SHALL BE PERFORMED IN ACCORDANCE WITH O.E.M. DOCUMENTS PROVIDED BY THE CONTRACTOR. CONTRACTOR IS REQUIRED TO SIGN LOG BOOK IN FACILITY MANAGER'S OFFICE BEFORE WORK COMMENCES. HE IS ALSO REQUIRED TO SIGN OUT EACH DAY UNTIL THE WORK IS COMPLETED. FAILURE TO DO SO COULD DELAY INVOICE PROCESSING. ALL WORKERS ON JOB MUST BE ISSUED TEMPORARY I.D. BADGES DURING WORK PROCESS. FACILITY MANAGER'S OFFICE IS LOCATED IN B89, RM A119. UPON COMPLETION OF THE PREVENTIVE MAINTENANCE, THE CONTRACTOR SHALL SUBMIT A DETAILED REPORT OF EQUIPMENT OPERATING CONDITION IN ACCORDANCE WITH O.E.M. PUBLISHED PARAMETERS. ALL DEFICIENCIES ARE TO BE HIGHLIGHTED WITH RECOMMENDAITONS FOR CORRECTIVE ACTION WITH ALL ASSOCIATED COSTS. AFTER A REVIEW OF THE REPORT CONTENTS, A MEETING TO DISCUSS THESE RECOMMENDATIONS WILL BE SCHEDULED AND A PLAN OF ACTION DEVELOPED TO ADDRESS RECOMMENDATIONS. ALL COSTS ASSOCIATED WITH THE REPAIRS OUTLINED SHALL BE ADDRESSED UNDER SEPARATE PURCHASE ORDER. IT IS RECOMMENDED THAT CONTRACTOR MAKE A SITE VISIT PRIOR TO SUBMITTING A BID FOR THIS WORK.
