8.4 Past Performance Questionnaire 8.3 NIHRL Template- Pricing 8.2 NIHRL Template 8.1 ESHOP Statement of Work SF1449 - Continuation Pages SF 1449 This is a Solicitation for commercial items prepared in accordance with FAR 12.6, as supplemented with additional information included in this notice. The National Geospatial-Intelligence Agency (NGA) anticipates soliciting proposals to procure commercially available off-the-shelf (COTS) Information Technology (IT) hardware and components under the Enterprise Strategic Hardware Operations Procurement (ESHOP). 1. This requirement is a 100% small business set aside under NAICS Code: 334119 - Other Computer Peripheral Equipment Manufacturing with a size standard of 1,000 employees. All vendors must be registered as a small business under the above NAICS Code at time of proposal submission. NGA encourages participation from the following small business (SB) sub-categories: Small Disadvantaged Business (SDB), Veteran-owned Small Business (VOSB), Service-Disabled Veteran-Owned Small Business (SDVOSB), Minority-owned Small Business, Women-owned SB (WOSB), Economically-disadvantaged Women-owned Small Business (EDWOSB), 8(a), HUBZone, HBCU/MI, etc. 2. This Solicitation includes the following attachments: Attachment 8.1 Statement of Work, Enterprise Strategic Hardware Operations Procurement (ESHOP), 25 May 2012 Attachment 8.2 NIHRL Technical Template, 25 May 2012 Attachment 8.3 NIHRL Technical Template with Pricing, 25 May 2012 Attachment 8.4 ESHOP Past Performance Questionnaire 3. The Government anticipates award of three (3) separate single-award indefinite delivery/indefinite quantity (ID/IQ) contracts; one for each of the three (3) IT equipment categories which include: User-Facing Equipment, Compute/Storage Equipment, and Network/Transport Equipment (see Attachment 8.2 and Attachment 8.3). Offerors are allowed to submit proposal(s) for one, two, or three categories of IT equipment. To be eligible for award, offer must propose unit prices for EVERY item in a given category, or categories if offeror is proposing more than one. 4. The Solicitation document and incorporated provisions and clause are those in affect through Federal Acquisition Circular 2005-58 and DFARS Publication Notice 2012-0522 5. PLEASE SEE PAGES 44-46 OF THE RFP FOR DETAILED INSTRUCTIONS TO OFFERORS. 6. Questions shall be submitted in writing no later than Wednesday, June 6, 2012 at 2:00 PM Eastern Time (ET) to Adam Greenspan, Contract Specialist (adam.m.greenspan@nga.mil) and Shenita Sylvain, Contracting Officer (shenita.r.sylvain@nga.mil). All questions (and subsequent answers) will be posted on the FBO website to provide equal access to information for all potential offerors. NO PHONE CALLS. 7. Past Performance Volumes are due no later than 1200 Eastern Time (ET) on June 8, 2012. 8. Technical and Price Volumes are due no later than 1400 Eastern Time (ET) on June 25, 2012. 9. The Government anticipates award will be made to the offeror whose proposal represents the LOWEST PRICE DEEMED TECHNICALLY ACCEPTABLE to the Government. If two or more quotes are equal in all respects, the government will choose a winner in accordance with FAR Part 14.408-6. 10. All contractors must be registered in the Central Contractor Registration (http://www.ccr.gov) database as well as ORCA (www.orca.gov) prior to any contract award. Lack of registration in CCR and ORCA will make an offeror ineligible for award.
