- Request For Information (RFI) For Electronic Forms System (THIS IS NOT A REQUEST FOR PROPOSAL) 1.0 Introduction The General Services Administration (GSA)/Central Contracting Office on behalf of the Office of Administrative Services is issuing this Request for Information (RFI) to seek the services of a contractor with technical and functional expertise to provide access to forms for GSA's customers electronically on a 24 hour basis, 7 days per week, 365 days per year. The system shall be Section 508 compliant to 36 CFR Part 1194 - Section 508 of the Rehabilitation Act (29 U.S.C. 794d), Government Paperwork Elimination Act compliant, and comply with NIST/FISMA IT Security Requirements. 2.0 Background The services are an essential component of GSA's internal and external Forms Program, which administers GSA agency Forms and Governmentwide Standard and Optional Forms. This program was created by the Bureau of the Budget (now Office of Management and Budget, OMB); assumed on June 1, 1967 by the National Archives and Records Service and is currently in the Administrative Operations and Policy Division of GSA's Office of Administrative Services from which it currently manages the policies and conducts the operations of the program. The forms are accessed from GSA's forms site http://www.gsa.gov/forms. Users would select and download the form they need. The downloaded forms on the site are fillable, saveable and are made accessible for persons with disabilities as required by Section 508.   3.0 Purposes The purpose of this RFI is to have contractors to provide responses to the following questions: 1. Does your system require license fees? Explain. 2. Is there a limit to the number of users to a license? 3. Does your system allow for unlimited form distribution? 4. Is server software required for full functionality on your system? Explain. 5. Can you save the form with data locally and on the network? 6. Does your system have a data extraction capability? If yes, explain how it works. 7. What data format is used on your system? 8. Is your system capable to use existing forms, form migration purposes (what formats)? 9. Does your system accommodate blind and visually impaired users? Explain. 10. Does your system use any wizards? Explain. 11. Does your system allow for a method to pre-populate a form with personal or business data? 12. Does your system have a mobile applications capability? Explain how it works. 13. How does your system adhere to standards? Is it dependent upon proprietary transmission formats? Explain. 14. Is your system capable of migrating forms to a cloud based service (any e-format or paper)? 15. Explain your hosting capabilities. 4.0 Format for Response Please limit your response to the questions to no more than one page for each question. The total number of pages should not exceed 15 pages. If more space is needed it can be taken from questions with less than one page answers. 5.0 Submission for Response The submission date for the RFI is Friday, June 8, 2012 by 2:00p.m. EDT. Submission should be submitted to the Contracting Officer via e-mail using Microsoft Word or PDF attachments. 6.0 Questions Regarding this Request For Information All questions shall be submitted via- email to the Contracting Officer, Jean Wright, at jean.wright@gsa.gov no later than 2:00 p.m. EDT, Friday, June 1, 2012. No questions will be accepted by telephone.
