Description
Amendment 0003 to Broad Agency Announcement (BAA) W15P7T-09-R-S304 adds topic S003: Innovative Cooling Equipment (ICE). The ICE program is a three-year effort sponsored by the Assistant Secretary of Defense for Operational Energy Plans and Programs (ASD OEPP) Operational Energy Capabilities Improvement Fund (OECIF). ICE is a joint-service program managed by the U.S. Army Communications, Electronics, Research, Development and Engineering Center (CERDEC) and the Office of Naval Research (ONR) with the following objectives: Provide 30% target, 10% threshold (see BAA Appendix A) operational energy savings above and beyond the Improved Environmental Control Unit (IECU) and modernized US Marine Corps Environmental Control Unit (ECU) fleet. This technology will be demonstrated at Technology Readiness Level (TRL) 6 to TRL 7 (see BAA Appendix B) via operational demonstrations and experimental tests in 2013 - 2014. Develop a sustainable infrastructure for continued advancement and adaptation of HVAC/CCHP technologies for tactical environmental control applications Enabling HVAC / CCHP technologies and components, to be demonstrated at system level, for targeted enhancement under the ICE program include but are not limited to: Expansion valves Heat exchangers Compressors, fans, and variable speed drives / soft-start Control electronics Air ducts Liquid-line evaporator systems with indoor air handlers (elimination of air ducts) Remote operations/controls Intake Air Filters ECU materials Check valves (for discharge line equalization) Pumps (for absorption and liquid-line evaporators) Work recovery devices Interested parties should go to the Army Single Face to Industry (ASFI) Acquisition Business Web Site at https://acquisition.army.mil/asfi/, for more information.
