- THIS NOTICE IS FOR SOURCES SOUGHT ONLY. THE U.S. ARMY ENGINEER DISTRICT, NEW ORLEANS, IS SEEKING SOURCES FOR FOREIGN DATA COLLECTION SERVICES FOR THE U.S. ARMY CORPS OF ENGINEERS,NEW ORLEANS DISTRICT THIS NOTICE IS FOR SOURCES SOUGHT ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID. SOLICITATION, SPECIFICATIONS AND DRAWINGS ARE NOT AVAILABLE. The tracking number for this announcement is W912P8-12-SS-0009. The NAICS codes for this proposed acquisition is 541990. The Product Service Code is V115. The Government will use responses to this Sources Sought synopsis to make appropriate acquisition decisions regarding the type of procurement to be utilized to obtain U.S. import, export and in-transit foreign waterborne commerce data. The US Army Corps of Engineers, New Orleans District, solicits a capability statement from all qualified companies. The services include collection and delivery of U.S. waterborne foreign transportation data similar to data reported to U.S. Customs and Border Protection. The contractor must have a comprehensive electronic database of U.S. import, export and in-transit waterborne commerce between U.S. ports and foreign countries. Where available the data should include date and trade direction; product code and descriptions; geographic indicators; shippers, consignees and notify parties; carriers and shipment details associated with the cargo; weight and container details; and process indicators. The data items are to be delivered by electronic data transfer by month and direction with record structure included. In-transit records can be included in the corresponding direction files. These data may be used internally by any Army Corps of Engineers office without violating copyright restrictions. All interested companies meeting our stated criteria are invited to submit a Capability Statement consisting of appropriate documentation, literature and brochures and should include: 1) Firm name, address, telephone and fax numbers. 2) Identification of the company's size certification based on NAICS code 541990. 3) Past experience with foreign transportation data collection, minimum of five years experience required. 4) Ability to get data from Customs. (5) Ability to include in-transit moves (6) Code the commodity descriptions to the Harmonized Commodity Classification and (7) Associate the cargo data with the vessel movement data. IMPORTANT: responses must be limited to no more than 10 pages. Submission of a Capabilities Statement is not a prerequisite to any potential future offerings, but participation will assist the Corps in tailoring requirements to be consistent with industry capabilities. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents WILL NOT be notified of the results of the evaluation. Statements that do not meet all requirements or submitted within the allotted time will not be considered. Recommend registering immediately in order to be eligible for timely award.
