- RFI Capability Statement Summary Information RFICENSUSCOM12026 RFI Draft Statement of Need RFICENSUSCOM12026 RFI Cover Memo RFICENSUSCOM12026 U.S. CENSUS BUREAU REQUEST FOR INFORMATION FOR U.S. CENSUS BUREAU INTEGRATED COMMUNICATIONS SERVICES FOR DATA DISSEMINATION In accordance with Federal Acquisition Regulations Part 10, the following Request for Information (RFI) is issued solely for market research purposes. It does not constitute a Request for Proposal (RFP) or a commitment to issue an RFP by the U.S. Census Bureau (Census Bureau). The Census Bureau is not accepting offers at this time nor will the information provided be evaluated or considered as an offer. The Census Bureau is not responsible for any administrative costs incurred by a company in response to this announcement. Companies are encouraged to participate in this market research effort to assist the Government with meeting its requirements. As a part of its ongoing market research, the Census Bureau may contact individual respondents for additional information as deemed necessary. All information provided will be kept confidential and will be utilized for market research purposes directly related to this effort. Any price or technical capability information submitted in response to this RFI will not be evaluated by the government. BACKGROUND: The Census Bureau Communications Directorate requires information to develop requirements to assist the Census Bureau with developing its requirements for integrated communications and public relations. The goal of the integrated communications and public relations effort is to facilitate dissemination of U.S. Census Bureau data and information and enhance the Census Bureau data dissemination tools, which include but are not limited to interactive Internet tools, presentations and training. The Census Bureau plans to implement a broad range of communications and public relations activities, i.e. website and online outreach, data education, media relations, and promotion and publicity to inform the American public about statistical information which will be disseminated through multiple communications channels and platforms, i.e. web, social media, traditional media, forums and presentations. INSTRUCTIONS: The following information shall be provided in response to this request for information: Section I - Business Information Please provide: 1. Company name, address, and website. 2. Contact person's name, position, e-mail and phone number. The contact person shall have the authority and technical knowledge to clarify responses with government representatives. 3. Brief description of the organization, business size (i.e. large, small, small disadvantaged, woman owned, certified 8(a), veteran and/or service disabled veteran owned business, other than small), services, principal markets, and geographical areas served. To be considered as a small business, the company's product or service must be classified in one of the following NAICs codes: 541910 - Marketing Research and Public Opinion Polling 541820 - Public Relations Agencies 541810 - Advertising Agencies 512110 - Motion Picture and Video Production 4. Complete the attached RFI summary information sheet. Section II - Technical Information Responses to this RFI should address the company's specialized technical capabilities and the experience it possesses to meet the Census Bureau integrated communications and public relation requirements as described in the attached draft Statement of Need to include general approaches for completing the specific tasks. Written responses should address each subtask (Sections 4.1.1 through 4.1.5 and Sections 4.2.1 through 4.2.3) separately. In addition, any comments or suggestions regarding the wording of the subtasks may be included. Section III - Pricing/Rough Order of Magnitude (ROM) Any estimate provided shall be general in nature. Responses will assist the government with developing the accuracy of its independent estimate of the lifecycle costs for the integrated communications and public relations services being sought. This information does not constitute nor shall it be considered a proposal to the government. Respondents to this RFI should submit a written ROM/estimate of costs for each subtask (Sections 4.1.1 through 4.1.5 and Sections 4.2.1 through 4.2.3) that include, at a minimum, Labor Categories, number of labor hours, labor rates, Other Direct Costs (Materials, Subcontracting, Travel, etc.), and total estimated costs for performing the requirements as described in the attached draft Statement of Need. Section IV - Customer Information Companies are encouraged to include contact information of current customers using their services, preferably Federal government agencies. Please include name of agency, point of contact, title, phone number and e-mail address.
