- Justification and Approval RFQ1846124641 PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole source fixed price contract with ELSAG North America, 205-H Creek Ridge Road, Greensboro, NC 27406, for a quantity of 5 High Resolution Fixed (Stationary) Cameras 25/35mm 870, (MPH-900 AD3) and 5 PMH-900 MS2, two camera mini split mobile system cameras. The Government intends to negotiate with only one source under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, 10 U.S.C. 2304 (c)(1) (see Justification and Approval, attached). This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 339999, All Other Miscellaneous Manufacturing ; the size standard is 500 employees. Based on market research utilizing information obtained from industry sources, counterparts at other federal agencies, and product analysis, it has been determined that the FBI's requirement can only be provided by ELSAG. ELSAG cameras are the only cameras capable of meeting the following requirements: 1. An illuminator not visible to the naked eye (supports wavelengths greater than or equal to 910nm); 2. Fit within extremely small enclosures in existing locations (less than 4.24" x 4.25" x 10"); 3. Transmit high volume over low bandwidth (less than 100kbs); 4. Operate on little power to be self sustaining (15W or less per camera; 12VDC: internal powerbus on platform only supports 12VDC); 5. Compatible with existing ELSAG LPR systems deployed within the field. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement or submit proposals to this office by 9:00 am, EST, by Friday, June 1, 2012, by email, to the attention of Robert J. Coulter, Contract Specialist, at robert.coulter@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination not to compete this proposed contract based upon response to this notice is solely within the discretion of the government. The awardee shall be registered in the Central Contractor Registration Database. Interested parties must also be registered and have completed the On-line Representations and Certifications Application (ORCA).
