Hughes Technical Center (WJHTC) is soliciting proposals in the following area: Advanced Aircraft Systems & Avionics entitles, Envelope Awareness and Protection Legacy Transport Airplane Program. The purpose of this requirement is to define requirements for enhanced low speed alerting by leveraging existing (e.g. industry and NASA) data. This requirement will be used to support the Avionics Systems Harmonization Working Group to (1) define additional guidance and means of compliance for assessing effective low speed alerting throughout the flight envelope, including high altitude, and (2) define new airworthiness regulations related to low speed altering, including possible retrofit requirements. Solicitation DTFACT-12-R-00013 will allow for award of a cost-plus-fixed-fee (CPFF), completion type contract. The period of performance will be for 14 months. Offerors are requested to submit both a Technical and Cost proposal in accordance with the instructions contained in Section L of the Solicitation. Evaluation of the technical proposal will be based on the following three (3) technical factors which are detailed in Section M of the solicitation: (1) Technical Approach; (2) Corporate Experience/Past Performance, and (3) Key Personnel. For evaluation purpose, technical is considered more important than cost. Award will be made on a best value basis. This is a full and open competition. The following NAICS code is for information purposes only: The NAICS code is 541712 (Engineering and Research and Development Laboratories or Services). Interested parties are directed to the attached SIR. All questions/inquiries must be provided in writing to Elizabeth.ford@faa.gov no later than 06/08/2012 by 4 p.m., local time. Hard copy Proposals must be delivered to the Contracting Officer no later than 06/25/2012, by 2 p.m., local time. This SIR does not commit or obligate the Government. Offereors are cautioned to review all attachments. Any amendment (s) issued to this SIR will be published at this web site, and therefore, is the offeror's responsibility to visit this web site frequently for updates on this procurement.
