Description
PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time sole source fixed price contract with Rimage Corporation, 7725 Washington Avenue South, Minneapolis, MN 55439, for a quantity of 6 Video Synopsis Forensic Solutions. The Government intends to negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, 10 U.S.C 2304 (c) (1). This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) website ( www.fedbizopps.gov ). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Industrial Classification System Code is 334112, Computer Storage Device Manufacturing; the size standard is 1,000 employees. Video Synopsis Forensic Solutions are required to analyze video recorded by Milestone video recorders, categorize and organize objects of interest from the video into a video synopsis of only a few minutes in length. It is anticipated that the amount of video recorded each year will continue to grow; consequently, the need for an automated object and event extraction tool is critical. As an example, video collected during an 8-hour time frame can be summarized into a video clip of only 5 to 10 minutes in length, and an entire weekend can be summarized into a video clip of no more than an hour long. Hundreds of man hours are consumed by video analysis. The Video Synopsis Forensic Solutions will save these man hours, as key parts of the video will be automatically extracted. Because the video is presented in a more relevant manner than fast-forward video playback, review fatigue is less likely to occur and key video events will be more accurately identified. Rimage is the only vendor with the technical ability to fulfill the requirement in an efficient and cost effective manner: 1. Rimage is the only known vendor selling the Briefcam Synopsis software in a pre-packaged, pre-licensed configuration; 2. The Rimage solution is the only known system permitting for "floating" camera keys: Camera A can be used in Channel Slot # 1 for two months and then be replaced with Camera B without contacting the licensing server; 3. The entire software solution is packaged in a dedicated processing terminal and comes with three years hardware and phone support; 4. The Rimage Video Synopsis Solution interfaces with the FBI's existing inventory of Milestone recorders, and is capable of analyzing video stored in the Milestone Enterprise database format, thus reducing the need to replace recently purchased recording equipment; 5. No other manufacturers offer solutions with equipment that interfaces with existing FBI recording inventory. Based on market research conducted, and contact made with knowledgeable individuals within the government and industry, it has been determined that the FBI's requirement can only be provided by Rimage Corporation, as no other vendor is capable of providing a video synopsis tool compatible with existing equipment in inventory. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement or submit proposals to this office by 9:00 am, EST, by Friday, June 1, 2012, by email, to the attention of Robert J. Coulter, Contract Specialist, at robert.coulter@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination not to compete this proposed contract based upon response to this notice is solely within the discretion of the government. The awardee shall be registered in the Central Contractor Registration Database. Interested parties must also be registered and have completed the On-line Representations and Certifications Application (ORCA).
